Summary

The Armed Forces Retirement Home (AFRH) is a Continuing Care Retirement Community. The primary purpose of the positions is to assist the senior specialists in ensuring that all financial operations are performed properly at each campus, making user fee determinations and offer other assistance to Residents.

Duties

As a Financial Analyst, you will:

  • Perform administrative and analytical duties related to accounts receivable, collections and aging activities.
  • Responsible for the monthly billing of the AFRH Residents in accordance with the contractual agreement set forth by the AFRH.
  • Review accounts receivable aging report for discrepancies, resolving issues, and make adjustments as needed. Identify delinquencies and roll up findings to a managerial report with an action plan in place.
  • Ensure checks and cash are deposited in accordance with the AFRH policies and procedures.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:

- Performing administrative and analytical duties related to accounts receivable, billing and collections; AND
- Applying agency/organizational policies and procedures in relation to commonly used budget or financial practices.

OR- You may substitute education for specialized experience as follows:
Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D.; If qualifying based on education it must be in one of the following fields: finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

OR - You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100% percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-09, you must have been at the GS-07 level for 52 weeks

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:

  • A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.

  • Submit to a drug test prior to your appointment.
  • Selectees will be subject to the AFRH Tuberculosis Surveillance Program.
  • Because the AFRH's mission requires uninterrupted, direct human support and medical care for its Residents, this position is considered essential for continuing AFRH operations. Therefore, the incumbent is expected to arrive for duty on time, as scheduled, and to complete the assigned tour during emergency situations such as hazardous weather.
The AFRH ethics program promotes the highest standards of ethical conduct for all employees. As a federal employee, you will be subject to the Standards of Ethical Conduct, and the U.S. criminal conflict of interest statutes. As an AFRH employee, you will also be subject to the AFRH Supplemental Ethics Regulations which restrict the extent to which a AFRH employee can engage in certain activities and hold certain investments. Depending on your position, you may also be required to file a public or confidential financial disclosure report which must be filed within 30 days of your appointment as an employee of AFRH.
