Financial Institution Specialist (Risk Management)

Summary

The Financial Institution Specialist (FIS) position in the Division of Risk Management Supervision (RMS) is geared towards becoming a commissioned bank examiner. FISs participate on work assignments located in and outside of the employee's official duty station.

Clarification from the agency

Open to recent graduates (degree completed within the past two years) and to veterans who completed a degree and subsequently served at least four years in the uniformed services. For veterans, the two-year window starts on the discharge or release date. Students graduating in Spring 2027 may apply. See Qualifications for details.

Duties

  • Assists in evaluating the institution's sensitivity to market risk and the adequacy of the internal measurement and control systems and policies.
  • Assists with reviewing the institution's capital plans, strategic plans, and dividend policies, and compliance with regulatory requirements.
  • Completes work papers, comments, and summaries. Drafts comments for the report of examination. Proofs and edits written work products for clarity, accuracy, consistency, proper grammar, spelling, and conformance with FDIC guidance.
  • Communicates with institution personnel to gather information, presents findings, and obtain commitments for corrective actions.
  • Assists with examination coordination and planning by reviewing information and documents to identify potential risk areas and assists with preparing segments of examination planning documents.
  • Evaluates non-complex securities and investments to assess risk exposure and management of investment activity, and assigns classifications in accordance with examination policies.
  • Completes examination assignments on time; communicates with the examination team regarding work performed; and collaborates with coworkers to accomplish work activities in a timely manner.
  • Accurately analyzes information and calculates frequencies, percentages, sums, and ratios.

  • Completion of Recent Graduates Participant Agreement.
  • Completion of Financial Institution Examiner Agreement
  • Overnight travel required (varies by location).
  • Subject to relocation to any duty location to meet management needs.

Qualifications

Qualifying experience is credited from private and public sectors, including paid and unpaid service (e.g., Peace Corps, AmeriCorps). Volunteer service builds competencies that translate to paid work. You will receive credit for all qualifying experience. See OPM's General Schedule Qualification Standards for details.

To be eligible for appointment under the Recent Graduate Hiring Authority, applicants must meet requirement A or B:

A) Applicants who have completed a bachelor's or graduate degree from a Qualifying Educational Institution within the previous two years or students who anticipate graduating Spring 2027 that included: (a) completion of a major course of study in accounting, banking, business administration, commercial or banking law, economics, finance, marketing or other related fields; (b) completion of at least 24 semester hours of combined course work in business administration, accounting, finance, marketing, mathematics, statistics, or economics that included at least 6 semester hours in accounting;

OR

B) Veterans who have completed a bachelor's or graduate degree from a Qualifying Educational Institution and have an intervening period of obligated service of at least four years in the uniformed services. The two-year eligibility period begins on the date of discharge or release from the uniformed service.

In addition to meeting the eligibility listed above, you must also meet the education and/or experience requirements described below.

Applicants may qualify based on education, work experience, or a combination, as follows:

  • Specialized Experience: Applicants must have completed at least one year of specialized experience equivalent to at least the CG-5 grade level or above in the Federal service. Specialized experience is defined as:
    • Applying accounting or auditing principles and practices in the review or examination of financial institutions, with an understanding of the Federal and State laws that govern them.
OR
  • Bachelor's degree with Superior Academic Achievement, meet any one of the following:
    • GPA: Overall GPA of 3.0 or higher on a 4.0 scale, or GPA of 3.0 or higher for your final 2 years of undergraduate study; OR
    • Major GPA: GPA of 3.45 or higher in your major, or 3.45 or higher in major courses taken during your final 2 years; OR
    • Class Standing: Rank in the top one-third of your class (college, university, or major subdivision); OR
    • Honor Society: Membership in a national honor society recognized by the Association of College Honor Societies (ACHS) (excludes freshman-only societies).
      • Note: OPM guidance rounds GPAs to one decimal place (e.g., 2.95 = 3.0; 2.94 = 2.9).
OR
  • Graduate Level Education: One full academic year of graduate study in a field related to the position, leading toward a master's degree.
OR
  • Combination of Education and Specialized Experience: Applicants may meet CG-07 qualifications through a combination of completed post-secondary coursework and directly related experience. The combination must demonstrate competency in collecting and evaluating financial data and accurately interpreting balance sheets and income statements.

Selective Placement Factor: In addition to the qualification requirements above, you must meet the following selective factor:
  • Ability to effectively communicate in writing as evidenced by using proper grammar to compose written documents which are clear, concise, thorough, and free of spelling, grammatical, and punctuation errors. Candidates must demonstrate that they meet the Selective Placement Factor by passing a structured writing assessment.
