Summary
This position is located in the Commander, Navy Installations Command (CNIC), Headquarters Millington, Fleet and Family Readiness Support Services (FFRSS) (N94), Financial Management Branch. Incumbent serves as the Nonappropriated Fund (NAF) Financial Management Branch Manager. The Branch is tasked with maintaining the overall financial integrity of the CNIC NAF Central Fund for Morale, Welfare and Recreation (MWR), and related NAF operations.

Duties for this position include but are not limited to:
Maintains the financial integrity of the Navy's Fleet and Family Readiness NAF programs. Formulates plans, establishes financial policies and procedures, and issues general direction in the conduct of NAF financial activities including centralized budgeting, accounting, banking, financial performance evaluation, payroll, investments, long-range financial planning, and cash management. Evaluates current and proposed financial plans and policies and recommends changes that will benefit the System's financial well-being.
Through subordinate Section Heads, develops and implements financial management information systems in accordance with established principles and procedures from higher authority. Includes maintenance of accounting records in accordance with commercially accepted accounting standards and government requirements; and analyses and interpretation of financial information with the objectives of evaluating operating results in terms of costs, budgets, policies of operations, trends, and increased generation and utilization of funds.
Directs and coordinates the activities of the investment manager to ensure that overarching policy is followed and that maximum yields are attained through good stewardship of the funds. Works with staff and contractors to ensure investment strategies are carried out to ensure that industry benchmarks are met or exceeded.
Directs and coordinates headquarters and system long-range financial planning and special financial studies to ensure the best use of System resources.
As Chief Financial Officer of the Navy's MWR Program Central NAF (the Funds), is responsible for the Funds overall financial activities to maintain their integrity including formulation, execution, and monitoring of the Funds annual and multi-year operating and capital budgets; formulation of plans and overall Funds financial management policies and procedures; formulation, monitoring, and evaluation of long-range financial plans and policies with the objective of making changes which will accrue to the Funds financial position; developing accounting, budget, and financial planning procedures consistent with established accounting and financial management principles and procedures; and maintenance of necessary records and management reports for use in the analysis and interpretation of financial information to appraise operating results and financial position.
Directs and coordinates the financial long-range planning for the Navy's overall MWR Program.
Directs and coordinates system-wide appropriated fund resource initiatives and long-range planning and is the focal point of matters relating to system APF support programming. Analyzes system-wide resource requirements including compliance with financial support policy.
Appraises operating results for the system as they affect financial aspects of the system and makes specific recommendations to the Division Director/Deputy Director which will result in cost reduction, revenue improvement, and optimal system resource utilization. Submits all required system financial reports to NAVCOMPT and higher authority as required.
Directs and coordinates the investment of temporarily idle NAF resources consistent with governing regulations. Oversees the establishment and maintenance of system bank accounts.
Furnishes guidance to headquarters staff and system field activities regarding all financial management matters.
Performs special assignments of a financial nature. Evaluates data, develops financial plans and presents solutions to system-wide problems for which there are no established solutions.
Principal financial spokesman for the Navy's MWR Program. Presents system financial operating results, long-range plans, and proposals for new or revised financial plans and policies to various echelons in the Navy chain of command including the Navy's MWR/Navy Exchange Board of Director's process.
Responsible for Branch personnel management including participation in the selection of key subordinates, reviewing, and approving personnel actions of key subordinates, identifying need for skills, ensuring training needs are determined and met, reviewing proposed career plans for key staff personnel, maintaining an effective performance appraisal program, promoting employee morale, resolving employee relations problems, and ensuring proper planning of leave.

Qualifications

A qualified candidate possesses the following:
Five years of specialized experience formulating plans, establishing financial policies and procedures, and issuing general direction of a financial activity.
Knowledge of the goals, principles, and techniques of the administration, management, and financial processes of a large community, industrial, or military community support program.
Knowledge of NAF and APF financial matters. Extensive knowledge of accounting principles and financial control systems used within the Federal Government is required. In depth knowledge of commercial financial applications is highly desirable.
Knowledge of long-term capital management to ensure sustainability of pension, re-investment and overall liquidity.
Ability to develop goals and objectives for multiple work groups in order to sustain financial integrity.
Ability to carry out goals and objectives through subordinate employees using employee development, performance management, standardization and process management.
Ability to develop and implement plans involving major changes in management and operational concepts.
Ability to communicate effectively both orally and in writing including demonstrated ability to deal effectively with senior level management.
Education
This position does not have a positive education requirement.
