Duties

The primary purpose of this position is to serve as the agency's senior financial manager and advisor, overseeing all financial operations-including budgeting, accounting, and grants-and providing authoritative financial guidance to ensure effective resource management, compliance with federal requirements, and informed decision-making in support of the agency's mission.

Duties performed:

  • Direct and manage the agency's financial operations, including accounting, budgeting, and grants management, ensuring compliance with federal laws, regulations, and policies.
  • Formulate, justify, present, and execute the agency's budget, including preparing budget justifications, monitoring expenditures, and advising leadership on financial planning and resource allocation.
  • Provide expert financial advisory services to senior leadership and stakeholders, analyzing financial data and delivering recommendations to support strategic decision-making and program effectiveness.
  • Oversee financial reporting, reconciliation, and audit coordination, including reviewing financial statements, resolving discrepancies, and serving as the primary liaison for external audits.
  • Develop, implement, and interpret financial management policies and procedures, ensuring effective internal controls and alignment with OMB, Treasury, and other federal guidance.

Qualifications

Individual Occupational Requirement:

A. Degree: Have a degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing")

OR

B. Combination of education and experience: Have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

AND

Specialized Experience:

GS-14: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
  • Preparing budget submissions to ensure compliance with applicable laws, regulations and guidance;
  • Interpreting financial management policies, procedures and/or internal controls to resolve financial management issues affecting programs and/or operation;
  • Monitoring financial resources to ensure expenditures are aligned with approved budgets; and
  • Analyzing trends and/or risks to advise leadership on corrective actions to support effective and efficient use of funds.
