The major duties include but are not limited to:
- Provides leadership and financial services to a large complex healthcare system;
- Maintains responsibility for fund maintenance of programs, appropriateness of expenditures, collection of funds;
- Ensures the fiscal integrity of all financial records at the medical facility;
- Supervises and controls all facility business functions;
- Ensures the expenditure of public trust and deposit funds is in accordance with various laws and regulations;
- Provides analysis and advice in the design, adaptation, and installation of automated accounting systems;
- Uses ingenuity in dealing with precedent-setting situations when work programs are newly assigned, and projected account structure is unknown;
- Develops and implements accounting systems;
- Studies accounts, reports, and procedural instructions and considers legislative and program background materials to identify need for revision;
- Serves as the final authority in matters pertaining to the accounting systems, including the accounting structure to properly reflect the nature of transactions and to implement tools such as journals, subsidiary records, statements, and reports;
- Validates a variety of accounting data;
- Reconciles accounts, prepares balance sheets, and performs needed adjusts;
- Provides expert advice on the interpretation of account regulations and impact of new legislation or program initiatives;
- Performs financial audits of accounts and financial records;
- Examines and tests financial records and controls to determine the degree of financial efficiency, economy, and effectiveness of the program;
- Writes factual reports that identify noncompliance with regulations, inefficient operations, or improper practices;
- Prepares and recommends annual budgets through analysis and forecasting of the usage of funds within a program, assuring annual budget projections;
- Serves as financial authority, analyzing and resolving complex issues related to the financial aspects of network-wide programs;
- Provides direct and indirect supervision of the fiscal staff;
- Serves as a member of the Medical Center Director's top advisory or executive board; and,
- Performs all other duties as assigned.
Work Schedule: Monday through Friday, 7:30 a.m. - 4:00 p.m.

Qualifications
Basic Requirements: The Financial Manager - Chief Financial Officer position involves professional accounting responsibilities that require professional accounting knowledge. You must meet one of the requirements described below to receive further consideration for the Financial Manager - Chief Financial Officer position. NOTE: Transcripts (unofficial or official) MUST be submitted with your application materials. Education cannot be credited without documentation. Also, all supporting documentation MUST be submitted for determination to be made as to meeting the Basic Requirements.
A. Degree: You must possess a Bachelor's degree or higher in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.~OR~
B. Combination of Education and Experience: You must possess at least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:
a) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law. ~OR~
b) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. ~OR~
c) Completion of the requirements for a Bachelor's degree or higher that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting one of the Basic Requirements described above, to qualify for this position at the GS-14 level, you must meet the following:
Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal service that has given you the particular knowledge, skills, and abilities required to successfully perform the duties of the Financial Manager - Chief Financial Officer, and that is typically in or related to the work of the position to be filled. Specialized experience is experience where you were responsible for providing managerial oversight for the full range of fiscal activities and staff; developing accounting policies and procedures; utilizing in-depth knowledge of financial management systems, including administering an accounting system to collect and review all financial data; developing performance specifications and standards for financial programs and activities; developing/executing budget and financial plans; and providing financial advice to management for effective decision making, program planning, and policy formulation.NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates, AND hours worked per week.
