Summary

This position is being advertised concurrently with vacancy announcement ST-24-12534602-CAWV-JM, which is under Merit Promotion procedures.

This position is with the Office of Budget and Performance Management (OBPM) and provides senior leadership and programs with policy and oversight of all budget and performance functions. The incumbent serves as a statistical program analyst and is responsible for a full range of research, collection, development, and presentation activities.

Duties

  • Advises program managers on regulatory requirements, financial policies, the interpretation of data and the importance of accounting data to program operations and improvements.
  • Plans, develops, and coordinates financial management improvements necessary to comply with OMB directives and legislation.
  • Analyzes operations, financial systems, periodic and special reports and systems edits to develop information on trends, anomalies, or problems, and develops solutions.
  • Develops policy and guidelines for program users and provides authoritative policy interpretations and functional recommendations in the implementation of new legislative and regulatory requirements.
  • Prepares external financial management reports, statements, schedules, justifications, and related documentation as required by OMB, Treasury, and or the Department.
  • Ensures data consistency and integrity of documentation prepared.
  • Analyzes processing flows, integration of external system interfaces and internal subsystem modules, and recommends improvements in control techniques.

Qualifications


GS-12:

To qualify at the GS-12 grade, you must have at least one year of specialized experience at or equivalent to the GS-11 grade level performing three out of four of the following: (1) reviewing and reconciling reports using a financial database, to determine the status of funds reports generated by financial systems; (2) training individuals on financial and accounting systems; (3) advising financial managers and program managers on policy and procedures; and (4) writing concise and grammatically correct reports that are requested formally like a budget data request (BDR), or ad hoc reports requested by upper management and leadership.


GS-13:

To qualify for the GS-13, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level performing three out of four of the following: (1) making recommendations for regional and program reconciliations utilizing financial management concepts, principles and techniques, through preparation and review of detailed fund status reports and review of related budget reports; (2) planning, implementing, and evaluating financial management operations in order to allocate and/or distribute funding; (3) preparing funds status reports and informing leadership of the execution and management of funds; and (4) training staff on automated financial databases such as the use of advanced or sophisticated pivot tables in Excel and Tableau.
