In order to qualify for the Financial Specialistposition, you must meet the following minimum qualifications:
FOR THE GS-09 LEVEL: Specialized Experience: Applicants must have at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service performing the following:
- Assisting with auditing accounts, and files to ensure adherence to internal controls and regulations;
- Drafting an annual budget, aiding in budget amendments and supplemental appropriations;
- Requesting and tracking reimbursable funds through automated financial and accounting systems; AND
- Identifying problem areas to recommend solutions to management.

OR
Education: Applicants must have a Master's Degree or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include business administration, finance, accounting, or other directly related field.

OR
Combination: Applicants must have a combination of specialized experience and graduate education as described directly above that total 100% when combined. First, determine total qualifying experience as a percentage of the specialized experience described above; then determine the education as a percentage of the graduate education described above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of one year (18 semester hours) may be used when combining education and experience for this grade.

FOR THE GS-11 LEVEL: Specialized Experience: Applicants must have at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service performing ALL the following:
- Compiling, analyzing and summarizing financial and/or budgetary information for an organization;
- Translating organizational needs and objectives, by line item and object class, into budget dollars and funding actions;
- Preparing financial management reports using automated computer systems and programs;
- Analyzing financial data to ensure accounting accuracy and compliance with laws and regulations; AND
- Assisting with the development of financial policies and procedures.

OR
Education: Applicants must have a Ph.D. or equivalent doctoral degree; or three full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include business administration, finance, accounting, or other directly related field.
NOTE: Applicants must submit a copy of their transcripts for verification.
OR
Combination: Applicants must have a combination of specialized experience and graduate education as described directly above that total 100% when combined. FOR THE GS-12 LEVEL: Specialized Experience: Applicants must have at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service performing ALL the following:
- Providing guidance and assistance in projecting, planning, allocating, and executing financial resources;
- Assisting with the analysis of financial information to confirm proper execution of funds in accordance with applicable rules and regulations;
- Assisting in the monitoring of financial systems to ensure funds are properly allocated and obligated as apportioned in support of management objectives; AND
- Assisting with the coordination of internal control processes and financial audit activities.
