Summary
The Under Secretary of War(Comptroller/Chief Financial Officer (USW(C)/CFO) of the Department of War (DoW) is responsible for carrying out the functions assigned by Title 10, United States Code, section 135, Public Law 81-126, PL 101-576, "Chief Financial Officers Act of 1990." The USW(C) is also responsible for ensuring that the utmost economy and efficiency is applied to the programs of the Department through sound business management and effective fiscal planning and control.

Duties

Incumbents typical work assignments may include the following:
- Directs, develops, and presents analyses of financial management data, trends, and special projects; prepares, reconciles, and evaluates agency financial reports to ensure compliance with OMB, Treasury, GAAP, GAGAS, and Federal regulations.
- Develops and implements strategic plans and solutions to address complex financial and budgetary requirements, while providing authoritative recommendations, policy interpretations, and integration strategies to support departmental financial management and audit objectives.
- Initiates and provides authoritative recommendations and financial management policy interpretations, conceptual guidance and integration strategies to the Director, Business Systems Integration regarding development, coordination and implementation of the various business processes and systems necessary to meet the Department's strategic financial management and audit objectives.
- Reviews, studies, and develops positions for consideration by senior DoW officials on new or highly controversial issues, legislation, and regulations impacting DoW financial operations.

Qualifications
In order to qualify for this position, you must meet the requirements described below.
You may qualify at the GS-14 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Applying operating principles and functional requirements of comptrollership, procurement, public accounting, and program management; and 2) Conduct program assessment and process improvement methodologies to analyze program performance and effectiveness.
You may qualify at the GS-15 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Applying concepts, theories, principles, and practices of various finance and accounting functional areas necessary to address a broad range of business and financial issues; and 2) Facilitating improvements to financial management processes, systems, or organizations to improve financial management or auditability.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE-DUTY SERVICE MEMBERS: Federal agencies treat active-duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission.
