QUALIFICATIONS REQUIREMENTS: To qualify for this position, you
MUST meet all of the following requirements by the closing date of this announcement.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCEis experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
GS-11: In order to qualify for this position at the GS-11 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-09 level in the federal service Examples of the minimum qualifying specialized experience equal to the GS-09 level include performing the following types of tasks on a
regular and recurring basis:
- Directing the work of firefighter and EMS personnel, as a member of an organized military, industrial, volunteer, or governmental fire department or brigade, at the scene of fires or hazardous material incidents; Developing, implementing and evaluating a training program for fire protection and prevention, to include but not limited to structural firefighting, emergency medical, hazardous material, specialized rescue, fire and life safety, etc.; Participating with fire prevention or safety engineers in studying fire prevention problems and investigating actual incidents; or Performing regular fire protection inspections identifying actual or potential fire hazards and fire safety deficiencies and initiating appropriate corrective action.
Additional Qualification Requirements: In addition to meeting the specialized experience requirement above, applicants must also possess certifications in ALL of the following areas:
- Fire Fighter I & II
- Hazardous Materials Operations
- Hazardous Materials Technicians
- HazMat Incident Command
- Fire Officer III
- Fire Officer IV
- Fire Inspector II
- Fire Instructor I & II
- ICS 100, ICS 200, IS 700, and IS 800 FEMA Incident Command Certificates
- National Registry, Emergency Medical Technician
- Emergency Vehicle Operators Course

Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A COMPETENCY is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.
Emergency Preparedness & Incident Management- Knowledge and application of emergency response management principles, including planning, coordinating, and executing response operations for fires, medical emergencies, natural disasters, hazardous materials releases, and technical rescues. Includes developing preparedness plans, conducting drills, managing resources, and maintaining continuity of operations under stress
Fire & Emergency Program Audits and Evaluation- Ability to independently plan, conduct, and report on audits, inspections, surveys, and evaluations of fire and emergency services programs, facilities, and operations. Includes identifying deficiencies, ensuring compliance with codes, standards, and policies, and recommending corrective actions to improve safety, readiness, and effectiveness.
Leadership & Workforce Development- Ability to lead and develop a professional fire and emergency services workforce by managing personnel performance to design, deliver, and evaluate training programs that build workforce skills, ensure readiness, and promote continuous improvement. Includes mentoring and coaching subordinates, identifying training needs, and instructing others in fire prevention, suppression, and emergency response techniques.
Technical Fire Protection & Risk Mitigation- Expertise in applying fire science, engineering principles, and investigative techniques to identify risks, ensure code compliance, and improve fire and life safety. Involves reviewing facilities, hazardous materials, operations, and emergency systems to eliminate or mitigate hazards.
