Summary

This position is a Fish and Wildlife Biologist (Oil and Gas Specialist), GS-0401-11, working in Farmerville, Louisiana, for the North Louisiana Refuges Complex.

This is a term position expected to last 13 months.

Duties

As a Fish and Wildlife Biologist (Oil and Gas Specialist) your duties will include, but are not limited to, the following:

  • Evaluate biological data to determine the effect of proposed activities on fish and wildlife species and their habitats, including threatened and endangered species.
  • Prepare environmental assessments, compatibility determinations, Section 7 consultations, permit requests and other documents for National Environmental Policy Act (NEPA) compliance.
  • Coordinate with local, State and Federal agency representatives, contractors and cooperators to protect resources.
  • Conduct inspections of oil and gas operations ensuring compliance with State and Federal regulations.
  • Interact effectively with individuals and groups on controversial and complex issues relating to fish, wildlife, plant and other natural resources.

Basic Education Requirement
Transcripts are required to support educational accomplishments.

Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's degree in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position, OR

Possess an appropriate combination of education and experience that included course work equivalent to a major (i.e. 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position; PLUS appropriate experience or additional course work. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above.

Minimum Qualification GS-11

Possess one (1) year of specialized experience equivalent to at least the GS-9 grade level which equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position and that is typically in or related to the work of this position to be filled. Specialized experience may include: assisting in managing an oil and gas program; review right-of-way agreements for transmission pipelines; coordinate pre-permit activities with oil and gas companies; evaluate all permit applications for proposed oil and gas activities; planning, implementing and monitoring habitat restoration and protection projects; ensuring appropriate Federal statutes and regulations such as the Endangered Species Act (ESA) and National Environmental Policy Act (NEPA) are used in relation to restoration projects and/or environmental compliance, OR

Completion of 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or doctoral degree at an accredited college or university in fish and/or wildlife biology, ecology, or a directly related field appropriate to this position, OR

Possess an equivalent combination of professional experience and graduate level education beyond the second year which together equals 100% of the requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

  • Skill in gathering data, performing analyses, interpreting and applying findings, developing recommendations and presenting reports on fish and wildlife resources, including threatened, endangered and imperiled habitat.
  • Knowledge of the National Wildlife Refuge Improvement Act (NWRIA), the Endangered Species Act (ESA) and the National Environmental Policy Act (NEPA) and their requirements sufficient to be able to recognize when conflict exists within the boundaries of the Refuge and present findings to the Refuge Manager. Must have experience with working on Federal project environmental compliance.
  • Ability to exercise judgment in order to make timely decisions and resolve disputes or avert conflicts. Ability to communicate effectively with mineral owners, gaugers, and their assigns, contractors, city, county, and state officials, consultants, traffic engineers, cooperators, non-profit organizations and the general public. Must be able to address groups and speak to an audience.
  • Knowledge of oil and gas exploration and development methodologies, techniques, and operations in coastal environments.
  • Ability to communicate with fellow employees, other agency (or equivalent) representatives, scientific community and the public.
