Summary

This position is assigned to the Casualty Support Branch (N95); Fleet and Family Readiness; Commander, Navy Installations Command (CNIC); Bethesda, MD. The incumbent provides support to CNIC Casualty Support programs through management of the Fisher House. The purpose of the Fisher House is to provide temporary, convenient and affordable lodging for families of patients at the installation

Duties

Program management duties include but are not limited to:

  • Provides direct, onsite management and administration of the Fisher House facilities.
  • Develops, establishes, and implements operational policies and procedures (e.g., eligibility, referrals, admission, length of stay, expenditures, scheduling of guestrooms, check-ins, checkouts, orientation of guests upon arrival) for the Fisher House.
  • Collects and records room fees.
  • Interacts with hospital staff to ensure the Fisher House operates at full occupancy. Confirms that guest's status complies with Fisher House rules and regulations.
  • Tracks occupancy rates and cost containment.
  • Assesses and resolves problems that arise.
  • Plans, executes and supervises special residents' activities (e.g., special holiday meals, etc.).
  • Follows established procedures for successful operations including identifying deficiencies with facilities, equipment, furnishings, materials and supplies.
  • Makes recommendations for projects, and process or operational improvements.
  • Develops, executes, reviews, and analyzes Fisher House non-appropriated fund (NAF) budgets.
  • Conducts procurement actions in accordance with Navy regulations.
  • Reviews fiscal status monthly and quarterly and makes necessary adjustments to meet budget targets or provides justification and obtains approval if it becomes necessary to deviate from the approved budget.
  • Follows developed administrative procedures and physical safeguards to protect and account for funds, equipment and property.
  • Coordinates with NAF contracting office for general contracting and accounts payable.
  • Follows established procedures in the receiving of gifts and donations. Ensures compliance with naval regulations for donations of both cash and in-kind gifts.
  • Coordinates with volunteers and groups hosting special events and donations from local clubs and military groups. Ensures standards of conduct regulations relating to solicitation of donations are not violated.
  • Interacts daily with guests; assists guests regarding Installation and Medical Center services, which may include grief and crisis management resources.
  • Conducts guest satisfaction surveys and works with Medical Treatment Center Patient Relations Department to improve service. Conducts special studies or reviews as assigned.
  • Attends various base and foundation meetings. Conducts briefings regarding the status of current/ proposed program. May be called upon at short notice to provide informational briefs and tours on site.
  • Communicates with and maintains relations with the Fisher House Foundation.
  • Develops and updates informational bulletins, brochures, referral forms, and resident packets.
  • Prepares correspondence relating to Fisher House including, but not limited to, manuals and publications for Fisher House operations, articles for the Fisher House magazine and weekly, monthly and quarterly updates to the Fisher House Program Manager.
  • Ensures the facility is in compliance with all Navy Occupational Safety and Health program fundamentals (NAVOSH), health, sanitation and safety rules and regulations and maintains a hazardous material log.
  • Performs inspections of vacant rooms and common areas daily checking for cleanliness and maintenance problems and ensuring all guest rooms are ready for occupancy at all times.
  • Performs all housekeeping duties during emergency situations, which may include vacuuming floors, changing sheets, washing linens and all other assigned duties.
Supervisory duties include but are not limited to:
  • Directs work to be accomplished by staff.
  • Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities.
  • Conducts annual performance reviews of staff.
  • Participates in section staffing decisions.
  • Ensures staff receives proper training to fulfill requirements of their positions.
  • Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary.

  • Must pass all applicable records and background check.

  • Must be able to lift boxes/items weighing up to 50lobs.
  • Must have or be able to obtain and maintain a valid state driver’s license.
  • Must be able to work varied work schedules to include holidays, weekends, and nights.
  • Standing, walking, bending, and climbing stairs is required to make daily rounds and inspections of the Fisher Houses.

Qualifications

A qualified candidate possesses the following:
  • At least 3 years of specialized experience in management and administration of hospitality or lodging operations.
  • Knowledge of hospitality operations, Federal and Navy policies, concepts, procedures, and regulations related to the Fisher House Program.
  • Knowledge of basic principles and techniques pertaining to management, planning, scheduling and coordinating.
  • Knowledge of budgeting and financial management practices as they relate to the Fisher House program or lodging operations.
  • Knowledge of personnel policy and practices to handle human resources requirements in a government environment, to include recruitment, performance management and evaluation.
  • Knowledge of associated laws, regulations, and policies used by the Navy and other U.S. government agencies to effectively manage individuals and teams in the workplace.
  • Knowledge of group dynamics, grief processes and crisis management.
  • Knowledge of Navy and civilian resources for support of families in medical crisis.
  • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
  • Ability to understand military protocols.
  • Ability to tour with military and civilian leadership at the Fisher House.
  • Ability to develop and effectively deliver presentations and/or training.
  • Ability to perform the full-range of supervisory duties.
  • Ability to analyze and prepare clear, concise, and technically sound reports related to work at the Fisher House.
  • Ability to communicate effectively both orally and in writing.

Education

This position does not have a positive education requirement.
