Summary
This position is assigned to the N95 Casualty Support Programs Commander, Navy Installations Command (CNIC); Washington, DC. The incumbent provides program oversight, coordination, direction and supervises the administration, development, and evaluation of the Navy and Marine Corps Fisher House Programs.

Duties for this position include but are not limited to:
- Direct responsibility to oversee the accomplishment of Navy and Marine Corps Fisher Houses (Medical Treatment Facilities (MTF)) with an annual maintenance, repair, furnishings and operations program and a non-appropriated (NAF) fund up to and greater than $45M.
- Directs Navy and Marine Corps Fisher House (FH) enterprise and installation programs to include: a property management system for reservations; training; capital plan; procurement; contracts; customer service; and program standards.
- Monitors and manages the continuity, cohesion, and stability in planning, developing, and executing the Fisher House Program.
- Collaborates with the Veterans Administration, Air Force and Army Program Managers to collaborate on policies, procedures and best practices in a combined effort to develop a cohesive partnership.
- Provides program direction, collaborates jointly with, and provides service specific missions, to the Fisher House Foundation regarding program standards, policies and procedures for the daily operation of the houses. These define the referral, eligibility, donation and funding standards set forth in Secretary of the Navy's policy.
- Engage with charitable donors and/or organizations providing policies and procedures when donating to a government agency.
- Develops strategic plans and policies, establishes program goals and objectives and advises higher authorities of the significant impact of the program on the overall Navy/Marine Corps mission.
- Identifies, develops, and executes new developments and initiatives which require innovative actions and decisions based on direct management of operations; directs basic organizational and management planning for prospective changes for all functions of the program.
- Responsible for the custody of and direction of expenditures from the central fund. Directly responsible for all requisition processes from initial request to approval of funds.
- Establishes, publishes, and manages technical guidance for operations, cash handling, deposits, gift processing, capital budgets, marketing plans, Combined Federal Campaign (CFC), to achieve legal and regulatory compliance.
- Ensures internal controls are adhered to in order to prevent loss of property and funds. Provides guidance and oversight to managers in preparation for annual fiscal oversight reviews.
- Establishes program criteria and defines program standards to the Navy Lodging Program Accreditation team for actionable and achievable standards. Ensures all managers and staff apply the accreditation standards, and responsible for providing appropriate technical guidance and tools to achieve standards for accreditation.
- Defines instruction, guidance and training for management and handling of cash and in-kind donations in coordination with legal and ethics departments.
- Manages, directs and executes the Fisher House Non-appropriated Fund Instrumentality (NAFI); providing program oversight, supplementing local funds by directing the distribution of financial support from the central Fund; determines operational and technical guidance to Fisher Houses; responsible for all budget approvals; and direct responsibility for the management of the central NAF account.
- Develops a consolidated operating, cash, and capital budget for approval. Authors, leads and consolidates financial and operational data for an annual presentation to the Navy and Marine Corps Fisher House Board of Directors for review and approval.
- Direct supervision of all installation staff at five locations within the CNIC enterprise. Determines priorities, forward direction and implementation of program execution. Defines and delegates authority to the Fisher House team; establishes production goals or program priorities and evaluates progress and results; and coordinates the work of the team with other organizations.
- Leads staff corrective actions as necessary under Labor Employee Relations Guidelines.
- Ensures all personnel recommendations (i.e. selections for hiring, promotion, awards, reassignments, training, etc.) are free from discrimination or any other non-merit factor and compliant with provisions of the EEO program.
- Monitors the work teams' compliance with applicable instructions/policies.
- Reviews and approves leave, based on mission requirements.
