Summary
This position is assigned to the Non-Appropriated Funds; Commander, Navy Installations Command (CNIC); Pacific Missile Range Facility (PMRF). Incumbent serves as a Fitness Instructor, personal trainer or group fitness instructor and may perform one or a combination of the following functions within the Fitness, Sports and Deployed Support Program Branch; Group Exercise, Command Fitness Leader (CFL) Outreach, Fitness Enhancement Program (FEP) Outreach.

- Must have or be able to obtain and maintain Cardiopulmonary Resuscitation and First Aid Certification, Automated External Defibrillator Certification, Blood-borne Pathogen Training and Navy Basic Fitness Certification within 60 days of hire.

- Must have a fitness instructor, personal trainer or certification from an accredited health/fitness organization.
- Must have a professional competence in the physical activity or program area.
Qualifications

Knowledge Required by the Position:
- Ability to competently and independently carry out fitness programs through the proper application of principles, concepts and techniques of recreation to satisfy specific needs of the community to be served.
- Skill in planning and carrying out an enhanced program in the recreation specialty area which meets the needs of the participating community.
- Skill and ability to provide fitness training and programming to individuals and groups of various sizes.
- Knowledge of the safe use and operation of fitness equipment, facility operations, and basic fitness equipment maintenance/repair.
- Ability to conduct accurate fitness testing and provide recommended fitness program, based on fitness goals.
- Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
- Ability to prepare clear, concise, and technically sound reports related to work within the Branch.
- Ability to develop and effectively deliver presentations and/or training.
- Ability to communicate effectively both orally and in writing.
Other Factors:
Per DoD MWR Fitness Standards (issued 21 July 2016) this position is responsible for designing individual and/or group exercise programs as well as supervising, coaching, and instructing exercise in or outside of the fitness facility.
The three elements below sufficiently qualify an individual to perform their duties as a fitness instructor/personal trainer instructor:
a) a high school diploma or equivalent;
b) fitness instructor, personal trainer or certification from an accredited health/fitness organization*; and
c) professional competence in the physical activity program or area.
*Accredited health/fitness organizations are listed per DoD MWR Fitness Standards (issued 21 July 2016).
Staff qualifications will vary significantly, depending on the type of participant accepted by the facility. Facilities that offer programs designed to appeal to children, older participants or to participants with known health problems; the staff should have special qualifications, usually an advanced, clinically-oriented certification from a nationally recognized professional organization.
Supervisory Controls / Guidelines / Complexity:
- Works under direct supervision of the Fitness Director or Fitness Coordinator. Incumbent uses initiative in completing daily/routine assignments and receives general guidance and supervision. Work is subject to periodic spot checks. Supervisor provides advice/guidance regarding special problems or unusual situations.
- Guidelines consist of generally accepted procedures found in the fitness industry and adopted by reputable organizations (e.g., National Commission for Certifying Agencies and Distance Education Accrediting Commission accredited fitness certifications). Directives require mature judgment in their interpretation and adaptation to meet program requirements according to Department of Defense (DoD) MWR Fitness Standards, Navy Fitness Standards and guidelines.
- Work consists of providing physical fitness information for the physiological needs of each customer and/or command. The development and implementation of fitness classes must be unique and proper progression and specificity must be applied. Incumbent interacts with a wide variety of patrons who seek physical fitness recommendations. Incumbent may administer computerized testing, such as, Microfit testing to include: sub-max bike, skinfold measurements, sit and reach, strength, and flexibility. Incumbent stays up to date on basic information pertaining to the branch and actively promotes programs and MWR events.
Scope and Effect:
- Incumbent applies program policies and procedures to a considerable variety of customary problems, questions and situations that are typical of the activities, services and operations of a recreation program. Incumbent promotes physical fitness and healthful living, which has a positive influence in improving the morale, physical and mental well-being of all customers.
Personal Contacts and Purpose of Contacts:
- Contacts are with facility patrons, CFLs, recreation co-workers, staff workers, DoD officials, command officials, security, police, and vendors. The purpose of contacts is to plan, implement, and administer the recreation programs assigned. The Sports Specialist (Fitness) serves to motivate all those involved in the program towards maximum contributions, whose efforts are greatly aided by the general feeling of mutuality and corporation.
Physical Demand and Work Environment:
- Work includes lifting up to 45 lbs. unassisted. Incumbent may lift heavier weight, but with assistance. Considerable amounts of standing and exercise demonstrations are required.
- The recreation activities overall involve everyday risks or discomforts which require normal safety precautions typical of this recreation specialty. However, there will be periods of time when the employee participates in a specific activity (e.g. leading physical training, moving equipment, carrying aquatics equipment) that will require special safety precautions.

A successful candidate must have at least a high school diploma or equivalent, a fitness instructor/personal trainer/OR certification from an accredited health/fitness organization, and a professional competence in the physical activity program or area.
