Summary

This position is located within Naval Station Guantanamo Bay, Morale, Welfare and Recreation (MWR) Department, Food & Beverage (F&B) Division and is responsible for multiple and varied food and beverage outlets. This includes developing, implementing, and marketing menu plans; assessing customer interests and growth areas; developing/overseeing budgets and financial analysis, staff training, food service inspections, special events, and ensuring the highest quality of dining operations.

Duties

MAJOR DUTIES AND RESPONSIBILITIES:

  • Incumbent directly plans, reviews, modifies, and assigns work both orally or in writing of up to 10 subordinate managers/duty manager. Creates and/or recommends schedules for subordinate staff. Schedules and approves leave. Recommends personnel actions (i.e. selections, promotions, awards, reassignments, etc.) and ensures that they are free from discrimination based on race, color, age, sex, religion, national origin or any other non-merit factor. Provides on the job training to staff on a regular and recurring basis.
  • Maintains operation standards of MWR and NSGB directed towards accomplishing the basic mission of the F&B Department, prepares operation budget for review, ensures food and beverage services, facilities, and equipment are in good repair, supplies are of good quality, properly programmed, marketed and advertised, properly priced for resale or consumption and are oriented towards patron satisfaction.
  • Responsible through subordinate managers for the accountability and internal controls for receipts, property and monies at the local level. Responsible for ensuring proper training, supervision and scheduling of staff through subordinate supervisors. Evaluates work performance of management staff, adjusts management schedules as needed and coordinates personnel actions for the assigned food and beverage operation. Resolves or recommends solutions to problems.
  • Coordinates functions/events requiring food and beverage service within the site. Coordinates with Facility Operations Manager to ensure requirements for the occasion are met which include suitable types of services, menus, beverage items and prices to be charged; coordinates with appropriate staff and other food service personnel to arrange details such as printing of menu's, procurement of decorations, appropriate entertainment, proper advertising/marketing, and signing of contracts.
  • Through subordinate managers, and under direct supervision of the Operations Manager, plans and projects operations and improvements through regular analysis of financial assets and liabilities of the department. Responsible for ensuring that maintenance and repair work is accomplished for all equipment installed and located in various building within the F&B Department.
  • Analyzes financial data, reviews budgets and submits reports and recommendations. Develops and submits budget criteria. Performs continuous analysis of cost and sales operations to determine profit and loss. Assures all items identified by F&B personnel have been submitted to the procurement office in a timely manner. Determines urgent requirements and initiates follow-up actions through the facility Manager when there is a delay in receipt of orders. Ensures monthly annual inventories for food and bar facilities and property are conducted, as are special inventories to monitor other operations. Through subordinate managers is responsible for the coordination of all source data to the MWR Accounting Department, enabling accounting to compile and report fund status, operational statements, and detailed ledger information.
  • Reviews official and unofficial site correspondence pertaining to the F&B Department. Holds meetings to coordinate details of the F&B Department. Attends conferences and meetings in relation to Food & Beverage Department matters at other locations as required.
  • Maintains communication with the Operations Manager ensuring appraisal of important developments within the F&B Department. Conducts thorough and comprehensive studies of policies, operating procedures and standards that should be established and makes recommendations to the Operation Manager. Through subordinate managers is responsible for providing programming to enhance sales and meet customer satisfaction. Responsible for planning, developing, coordinating and implementing a comprehensive publicity/advertising and sales marketing program, which includes, but not limited to, ongoing sales programs designed to solicit eligible users and increase sales and profits of the F&B Department.
  • Carries out and upholds EEO policies and communicates support of these policies to subordinates. Assures quality in determining selections, assignments, training, promotion details, qualifications, discipline and awards to employees.
  • Ensures compliance with fire, safety, sanitation and security regulations.
  • Performs other duties as assigned.

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.

Qualifications

Minimum of five years specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.

Specialized experience must demonstrate the following:

  • A degree in Food & Beverage Management or Business Administration and/or the equivalent experience and specialized training in a variety of food and beverage service facilities, programming, marketing, catering and banquet operations is required.
  • Minimum of five years related education or experience in personnel and food & beverage service management/supervision is preferred.
  • Specialized knowledge and experience, as demonstrated in application, of managing multiple types of dining establishments, to include quick serve, fine dining, and catering, to include managing the daily operations, marketing, budget, and adherence to standards of such facilities.
  • Must possess a detailed knowledge of the goals, principles and techniques of multiple types of food and beverage service operations, to include ability to conduct detailed financial analysis on areas of growth and potential, develop promotions to increase patron utilization, and knowledge of the various food safety and sanitation standards for quick serve, fine dining, and catering facilities.
  • Must be able to make favorable personnel contacts with all levels of management personnel, command officials, and department employees.
  • Extensive experience in a supervisory capacity and/or business environment requiring in- depth knowledge in all phases of a food and beverage operation including entertainment and programming.
  • Must have extensive background in budgeting, financial management and planning.
  • Must be able to travel, visit other facilities, appraise different services and evaluate similarities and differences according to their respective missions as they related to our services.
  • Must be a positive leader, able to influence the actions of others in obtaining cooperation and assistance to meet the NSGB MWR mission and vision.
  • Must be fully experience in dealing and communicating with others; must have abilities to negotiate, settle disputes; obtains and maintains good relation.
  • Familiarity with point of sale, catering software, and basics of food ordering systems required.
  • Must be able to communicate clearly and effectively both verbally and in writing in English.
