Duties

The United States Space Force (USSF) National Space Intelligence Center (NSIC) 4th Intelligence Analysis Squadron (4 IAS) at Wright Patterson Air Force Base is searching for a Foreign Materiel Program Officer (GG-0132-14).

Description:
The 4th Intelligence Analysis Squadron (4 IAS), within the National Space Intelligence Center (NSIC), is seeking a highly skilled and motivated individual to serve as our Foreign Materiel Program Manager and primary consultant on Foreign Materiel Acquisition. This position is responsible for leading a wide variety of complex and non-routine Acquisition Intelligence projects, programs, and teams. These efforts support the acquisition processes, systems, and activities for the Space Force, the Department of the Air Force, the DoW, and other national-level programs. Our team is developing a capability to deliver unique, timely, and detailed foreign materiel exploitation intelligence on space system capabilities and vulnerabilities to support operational efforts, acquisition programs, and policy decisions.

The ideal candidate is a proactive leader with strong knowledge of foreign materiel acquisition policy, its associated guidance, and the role intelligence plays throughout a foreign system's lifecycle. They should have a background in Foreign Acquisition Intelligence analysis missions and strategies and be skilled in judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology. The ideal candidate must also possess the ability to work within teams and communicate tailored results to a variety of audiences, including center, squadron, and flight leadership.

Key Skills and Abilities:
1. Wide range, comprehensive, extensive, and expert knowledge of the intelligence cycle and intelligence policy and guidance, and the structure, organization, roles and missions, and inter-relationship of the national IC, DoW, and USSF/USAF.
2. Wide range, comprehensive, extensive, and expert knowledge of foreign materiel acquisition policy and guidance and the role intelligence plays throughout a foreign system's life cycle, Foreign Acquisition Intelligence analysis mission and strategy.
3. Wide range, comprehensive, extensive, and expert knowledge of a comprehensive range of intelligence research methods, techniques, and practices and advanced analytical principles, concepts, and methods used to identify and analyze complex multi-source intelligence information to produce detailed intelligence capabilities and targeting assessments, identify intelligence deficiencies, and advocate for customer requirements.
4. Wide range, comprehensive, extensive, and expert skill in conducting unbiased complex research, identifying appropriate available foreign systems/data sources, and producing intelligence requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients.
5. Wide range, comprehensive, extensive, and expert skill in communicating clearly, concisely, and with technical accuracy, orally and in writing, as well as work in a professional manner with peers, management, subordinates, contractors, academia, and other agencies to work out solutions to problems, prepare professional level documents and studies, and deliver General Officer (executive) level information and decision briefs.
6. Ability to quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and competing resource, based on mature judgement and experience and present and/or defend a position effectively.
7. Ability to work independently; plan, organize, manage multiple priorities; adjust to fluctuating assignments and workloads; and meet deadlines.

  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI).
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • An extensive background in foreign materiel acquisitions is desirable.
  • Incumbent may be subject to psychological screening/polygraph testing as an inherent primary requirement of their position.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period or 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
