Auditing Series, 0511 - Individual Occupational Basic Requirements
A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration, or accounting.
OR
B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
Individuals with degrees in international affairs or policy, international development, regional or area studies, public policy or evaluation, journalism with an international focus, security policy, and related degrees are strongly encouraged to apply.
In addition to the mandatory education requirements specified in this announcement, applicants must have specialized experience and/or directly related education in the increments shown below:
1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

FS-06 (equivalent to GS-09 grade level): Applicants must have one year of specialized experience at the FS-07/GS-07 grade level or equivalent in the Federal service, or the equivalent in the private sector, which includes: (1) assisting with reviewing program data and comparing it to policies, procedures, or other program criteria; (2) researching laws, regulations, policies, and procedures; and (3) collecting and analyzing qualitative and quantitative information from various sources to develop conclusions and write informational reports.
FS-05 (equivalent to GS-11 grade level): Applicants must have one year of specialized experience at the FS-06/GS-09 grade level or equivalent in the Federal service or the equivalent in the private sector, which includes: (1) participating in the planning, preparation, and execution of performance audits in accordance with GAGAS; (2) planning and developing and/or modifying techniques and methods, conducting analysis, and interpreting the results for an audit; and (3) developing specific and unique audit/review plans corresponding to operating programs and/or control systems with generalized and/or
FS-04 (equivalent to GS-12 grade level): Applicants must have one year of specialized experience at the FS-05/GS-11 grade level or equivalent in the Federal service or the equivalent in the private sector, which includes: (1) planning, preparing, and executing complex performance audits in accordance with GAGAS; (2) interpreting complex policies and regulations in support of audits; and (3) developing methods and procedures to resolve problem areas identified during audits.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

Applicants must be available for and willing to accept assignments throughout the world, including assignments to Washington, D.C. They must also be willing to travel frequently on short notice. In cases where both spouses are foreign affairs agency employees, both are expected to be willing to accept assignments to a post other than that of the tandem spouse in order to meet the needs of the Service. This job is being filled by an alternative hiring process and is not in the competitive civil service.
Foreign Service career candidates will be considered for tenure by a Tenure Board after they have acquired at least three years in the agency, of which a minimum of two years' overseas experience in the Service. Each career candidate is afforded two opportunities to receive tenure based on the Board's review of the employee's written performance evaluations which are prepared by a supervisor at least once a year. A career candidate who fails to perform satisfactorily may be separated at any time during their probationary period. Any employee who remains untenured after two reviews will be separated from the Agency at the end of the five-year probationary appointment. The appointment status of a career candidate who receives tenure will be changed from probationary to career.
