    Responsibilities
    • Duties listed are at the full performance level.
    • Provide leadership in the fire safety program in a doctrinal principles based approach. Ensure that adequate review, analysis and reporting are completed after incidents/accidents/near miss incidents.
    • Serve as a member of the Forest/Grassland Leadership Team, which is responsible for the coordination and development of overall long-range forest planning.
    • Responsible for coordinating the accomplishment of the unit's fire management activities, program direction, coordination, and evaluation of the fully integrated fire management program.
    • Provide advice and guidance in the adaptation of policies and standards received from higher authorities to local conditions.
    • Provide leadership, coordination and direction in the formulation of standards, methods, and guides for aviation management program elements.
    • Coordinate and provide technology transfer of new and current research data to forest programs. Identify the need for research studies related to fire and aviation management issues.
    • Provide advice and counsel to line officers to ensure certified personnel are ready for duty.
    • Perform program oversight by working with the districts, region and other forest program personnel in order to develop policies, establish long and short-term objectives, resolve issues, and share/coordinate resources.
    • Ensure field inspections are conducted before and after wildland and prescribed fire to ensure objectives are met.
    • Direct and supervise all phases of budget management to assure balance in the organization at varying levels of funding, and initiates changes as appropriate.
    • Coordinate the preparation of contract specifications for suppression and personnel contracts for the forest. Provide fire management expertise in negotiating contracts for various types of services.
    • Coordinate and negotiate the development of local annual operating plans to implement cooperative fire protection agreements with other federal, tribal, state and local agencies.
    • Ensure that the Dispatch Center maintains close working relationships to provide a prompt, coordinated response. Coordinate with partners on fire restrictions, administration of permits systems, severity requests and other activities.
    • Resolve difficult and controversial public relations problems.
    • Responsible for coordinating with cooperators on developing strategies and completion of a Wildland Fire Decision Support System (WFDSS) that meets forest objectives and agency policies.
    • Coordinate and provide guidance for all-risk incidents consistent with agency policies. Provide technical and administrative supervision to a highly skilled fire staff consisting of several program experts and specialists.
    • Serve as Duty Officer/POC for the unit during periods of fire activity.

    Occasional travel - You may be expected to travel overnights on fire suppression or fire related assignments for this position.

    • Must be a U.S. Citizen or National.

    • Must be 18 years of age.
    • Initial appointment is subject to satisfactory completion of training.
    • This is a Test Designated Position. You will be tested for illegal drugs prior to appointment and randomly thereafter. Appointment and continued employment is conditional on negative results.
    • Must pass the Work Capacity Test for certain Interagency Fire Program Management or Fire Program Management positions.
    • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.
    • Minimum of 90 days of wildland firefighting experience is required.
    • Willing to live/work in remote locations (volatile/unpredictable).
    • Some Fire positions may have Conditions of Employment such as: a valid state driver's license; a commercial driver's license (CDL); pre-appointment and random drug testing; or a physical or medical examination.

    Qualifications
    In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards.

    Specialized Experience:

    GS-12: One year of specialized experience equivalent to the GS-11 level work. Examples include: Managing a wildland and/or prescribed fire management program at a unit level. Developing, coordinating and implementing a partial fire program budget. Developing and implementing agreements with cooperators. Maintaining relationships with entities external to the organization regarding fire management program issues.

    GS-13: One year of specialized experience equivalent to the GS-12 level work. Examples include: Managing, directing and evaluating a fully integrated wildland and/or prescribed fire management program. Developing, coordinating and implementing a full fire program budget. Negotiating, managing and implementing agreements with cooperators. Forming and maintaining liaison with entities external to the organization, and speaking for the organization on fire management program issues.

    Selective Placement Factors:
    • A minimum 90 days experience performing on-the-line (Primary/Rigorous) wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume.
    • Successfully completed the Primary NWCG Core Requirements of Division Group Supervisor (DIVS) and Secondary NWCG Core Requirement of Incident Commander Type 3 (ICT3) or Prescribed Fire Burn Boss Type 2 (RXB2) AND Successfully completed the NWCG course# M-581, Fire Program Management (Currency not required). - OR -
    • Primary NWCG Core Requirement of Air Support Group Supervisor (ASGS) and Secondary NWCG Core Requirement of Incident Commander Type 3 (ICT3) AND Successfully completed the NWCG course# M-581, Fire Program Management (Currency not required).
    In order to be considered for this position, copies of your Incident Qualification and Certification System (IQCS) Master Record (or equivalent training documents) which contain documented proof of the certification or attachment of the IFPM Selective Placement Factor for this position MUST be attached to your application. Currency Requirement: Currency of NWCG qualifications is not required for selection. if not currently qualified, the applicant must provide documented evidence that they have been fully qualified in the past. Failure to provide this documentation will result in disqualification.

    FIREFIGHTER RETIREMENT COVERAGE: This is a secondary position covered under the special retirement provisions of 5 USC 8336(c) for the Civil Service Retirement System and of 5 USC 8412(d) for the Federal Employees Retirement System.

    WORK CAPACITY TEST (WCT) for Wildland Firefighters: This position participates in wildland firefighting activities. Based on the type of work performed, TAKING and PASSING the WCT at the ARDUOUS,MODERATE, or LIGHT level is a condition of employment.
