Summary

This position is located on a USDA Forest Unit within the Southwestern Region, Region 3.

The incumbent is responsible for Forest Program Management, involving the development and implementation of plans and programs in resource operational risk management and occupational health and safety. This position is the focal point for the Risk Management for the entire Forest.

Duties

  • Duties listed are at full performance grade GS-12 level.
  • Serves as the Forest Health, Safety, and Risk Management Specialist and independently provides risk management program leadership and direction in fire and all other resource programs.
  • Coordinates with the Forest Leadership Team and the Regional Safety and Health Officer in development and implementation of policies, programs, and guidelines for risk management.
  • Represents Forest Staff Officers and District Rangers as an expert at the Forest level in risk management policy development and serves on Forest committees with responsibility for developing Forest policy in risk management.
  • Evaluates fire working conditions and recommends appropriate standards, policies, and procedures to effect remedial action, eliminate/strengthen weak areas, and meet future fire operations risk management requirements.
  • Analyzes and reviews regional and national reports of accidents/fatalities, injuries, and illness resulting from resource operations, and activity plans to identify possible weaknesses or needs.
  • Plans/coordinates risk management studies to determine degree of hazards and accidents caused by fire related activities.
  • Serves as the Forest representative to the Regional Safety Council. Serves on Regional teams to develop and revise agency manuals and handbooks that directly relate to operational risk management.
  • Formulates policies and guidelines, develops long and short-range objectives, establish priorities, develop plans, programs, and budgets, and integrate risk management activities with all resources and programs.
  • Recommends solutions to operational problems that often require an array of techniques and new combinations of approaches.

  • Secondary Coverage: Prior wildland firefighting experience is required.
  • Willing to live/work in remote locations (volatile/unpredictable).

Qualifications

Specialized Experience Requirement:

For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Examples of specialized experience include: Managed a forest-wide wildland fire and/or wildland fire safety program; Served as the technical authority to implement risk management plans, policies, programs, and/or guidelines for wildland fire safety; Planned and coordinated risk management studies to determine the degree of hazards and accidents caused by fire elated activities to determine basic causes, critical situations, information needs and performance; Conducted and/or consulted on training at the district and forest levels in advanced risk management, to include fire safety training.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

FIREFIGHTER RETIREMENT COVERAGE: This is a secondary firefighter position under 5 USC 8336 (CSRS) and 8412(d) (FERS). Prior wildland firefighting experience is required. There is no age limit for entry into secondary positions. Firefighter retirement coverage of the incumbent depends upon his or her individual work history.
