This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: The position is located at the US Army Installation Management Command, Directorate of Public Works (DPW), Fort Moore, GA.

Duties

  • Develop silvicultural timber stand improvement and reforestation prescriptions and action plans based on forest inventory data promoting a longleaf pine ecosystem management approach.
  • Plan long-range activities for protecting and managing military training lands.
  • Plan, design, and coordinate all prescribed burning activities.
  • As the assignment areas subject matter expert and consultant, keeps abreast of the latest forest management technological and scientific advancements.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is subject to call 24 hours a day, seven days a week.
  • The incumbent must have Class B Commercial Driver's License or be able to obtain one.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter.
  • This position has a requirement to lift up to 50 lbs.

Qualifications

In order to qualify, you must meet the education and/or requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Forester:

A. Degree: Bachelor's degree (or higher degree) in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas: Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results. Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources.

B. Combination of Education and Experience: Courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes 1) planning long-range activities for protecting and managing military training lands; 2) directing and reviewing prescribed burning to ensure burning complies with burn plan parameters; and 3) developing and executing forest area timber management and insect and disease control plans and program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study].

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
