Qualifications

There are immediate vacancies for one or more Assistant/Associate Counsel positions within the Western Area Counsel Office (WACO). The positions will be located at Marine Corps Base Camp Pendleton, CA.

WACO is a field office within the Office of the Counsel for the Commandant, United States Marine Corps, Washington, D.C. and the Department of the Navy (DON) Office of the General Counsel (OGC). The Counsel for the Commandant is responsible for providing legal advice, services, representation, legal approvals, legal opinions, and legal interpretation of statutes, regulations, and case law, to the Commandant and the Marine Corps in all areas relating to installation law, including land use law, environmental law, civilian personnel and labor law, procurement law, business and commercial law, and such other areas of law that support Marine Corps interests.

WACO consists of 15 attorneys and four support staff and is responsible for legal advice on all matters under the cognizance of the General Counsel for the DON to senior Marine Corps commanders and civilian leadership of Marine Corps Installations West-Marine Corps Base, Camp Pendleton (MCI West); I Marine Expeditionary Force; and all subordinate Marine Corps commands in the western United States.

The successful applicants for these non-supervisory Associate Counsel position will be expected to concentrate primarily on procurement and fiscal law, but may also be called upon to provide legal advice across the full range of legal services handled by the Office of the General Counsel for the Department of the Navy (DON OGC), including civilian personnel law, installations law, environmental and land use law, Government ethics and Standards of Conduct, and the Freedom of Information Act/Privacy Act. The primary responsibilities of these non­supervisory positions include advising clients and rendering legal opinions on a variety of Federal acquisition related matters to include: contractual interpretation; reviewing contract modifications; handling contract disputes and claims; responding to bid protests; reviewing solicitations, supporting the development of acquisition strategy and planning documents, as well as other acquisition-related documents; advising on competitive and sole source procurements; providing statutory interpretation; and preparing or reviewing responses to congressional inquiries, the Government Accountability Office, Inspectors General, and Naval Audit Service requests, as may be required. On cases delegated for trial by the Office of Counsel for the Commandant and DON OGC, the successful candidates will represent the Marine Corps before administrative forums such as the GAO and the Armed Services Board of Contract Appeals, and may participate in complex negotiations with contractors, subcontractors, and their attorneys, on legal matters arising in connection with acquisitions.

The position has a full performance level of GS-14, but may be filled at the GS-13 or GS-14 level, depending on the qualifications of the successful applicant. To be eligible for selection at the GS-13 level, the applicant must demonstrate more than two years of recent, substantial and relevant professional legal experience. To be eligible for selection at the GS-14 level, the applicant must have at least three and-one-half years of recent, substantial, and relevant professional legal experience. The grade level offered will be based upon the successful applicant's qualifications and funding availability.

The successful applicant must be a U.S. citizen, have graduated from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, be admitted to practice before a state or federal court, and be eligible to obtain and maintain a Secret security clearance. Occasional travel will be required. The incumbent will report to the WACO Supervisory Associate Counsel, Procurement and Fiscal Law. The selected candidates will be required to file a Form 450 Financial Disclosure.

How You Will Be Evaluated

Applicants will be evaluated on (1) the depth, breadth and quality of their relevant legal experience in WACO's practice areas; (2) the strength of their research, analytical and writing skills; (3) their ability to work both independently and as a team; and (4) their ability to develop a strong and effective attorney-client relationships, and to collaborate with legal and subject matter experts at all levels. Familiarity with the United States Marine Corps, the DON, and DON OGC, is not required but is desirable. Applicants with a record of making significant contributions to the advancement of the DON OGC or equivalent Office of the General Counsel, or Law Firm/Office beyond the day-to-day legal practice is also desired..
