Qualifications
The position will be filled under the General Schedule (GS) pay system at the GS-14 or GS-15 level, depending on the qualifications of the successful applicant, and will have a full performance level of GS-15. To be eligible for selection at the GS- 14 level, the successful applicant must have a minimum of three-and-one-half years of recent and relevant professional legal experience. To be eligible for selection at the GS-15 level, the successful applicant must have a minimum of five-and-a-half years of recent and relevant professional legal experience.
Candidates will be evaluated on the following: (1) depth, breadth, and quality of relevant legal experience in one or more OGC practice areas: acquisition, environmental, civilian personnel law, litigation, fiscal, and ethics, (2) research, analytical, oral and written communication skills; and (3) interpersonal skills, including the ability to work both independently and as part of a team and working with senior clients and other organizations; and (4) attention to detail, including the ability to manage a large docket of cases. Federal litigation and corporate ethics and compliance experience will be considered a plus.
In addition to having strong legal skills, the successful candidate will have excellent communication, research, and briefing skills. The successful candidate will likely be called upon to quickly gather and organize pertinent facts in a fast-paced environment, and be prepared to speak to, or address in writing, complex acquisition fraud issues, often on short notice, to senior legal counsel. Strong interpersonal skills and the ability to maintain good working relationships with both lawyers and non-lawyers (including command counsels, Assistant General Counsels, senior NCIS Special Agents, senior auditors with the Naval Audit Service, DoD, DOJ, and other Federal Agency counterparts) is critical. The successful candidate will also be able to work efficiently with a large and complex case load.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
At the time of application: Candidates must have graduated from a law school that is accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court. U.S. citizenship is a requirement of the position, and the successful applicant must possess or be able to obtain and maintain a SECRET level security clearance. Occasional travel will be required. This position is eligible for light telework, with up to six days of telework a pay period.
