Summary

Serves as litigation attorney by providing representation for Robins Air Force Base (RAFB) in third-party administrative disputes, i.e, appeals to the Merit Systems Protection Board, hearings before Equal Employment Opportunity Commission, labor arbitrations, Unfair Labor Practice charges before the Federal Labor Relations Authority, etc. Supports agency by providing legal advice in the area of Federal employment/labor law, with emphasis on civil rights issues to Personnel/management officials.

Duties

  • Provides counsel and advice covering full range of employment, labor, and personnel law matters to management, including required representation for the Air Force in third-party administrative proceedings concerning employment-related disputes involving Commands and/or positions at RAFB.
  • Serves as legal advisor on employment and labor matters.
  • As the agency representative in employment disputes, the incumbent engages in settlement negotiations as appropriate with opposing parties.
  • The incumbent provides assistance and guidance to eligible legal assistance clients regarding personal civil matters under AFI 51-504 (Legal Assistance, Notary, and Preventive Law Programs), in the areas of, for example, wills and estates, powers of attorney, probate forms, divorce, annulment, separation agreements, affidavits, change of name forms, consumer affairs, landlord-tenant law, real property, taxes, and other general civil law matters.

  • Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth.
  • Employee must adhere to the Air Force Rules of Professional Conduct.
  • Employee must be able to obtain and maintain an appropriate security clearance.
  • Employee may be required to travel for temporary duty (TDY) away from home station.
  • Employee must be a U.S. citizen.
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.

Qualifications

GENERAL REQUIREMENTS:
  • You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
  • In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
BASIC QUALIFICATION REQUIREMENT: You must meet ALL of the following qualification requirements and provide documentation to support your qualifications (If you are using education to qualify, failure to submit the required documentation will result in you being rated ineligible. See sections on "College Transcripts" and "Foreign Education" below for required documentation.):

1. Education: Have a first professional law degree (LL.B. or J.D.) that is accredited by the American Bar Association.

2. Bar Membership: Active membership in good standing in the Bar or highest court of a state, or U.S. territory, U.S. commonwealth or District of Columbia; never been disciplined, sanctioned, or had fitness to practice law challenged by any bar or court or a state or territory of the U.S. or District of Columbia (Failure to provide documentation of bar membership and good standing will result in an ineligible rating.)

3. Professional Experience: You must have professional experience in excess of two (2) years commensurate with the duties and responsibilities of this position.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of federal, state, and local laws, regulations, precedents, and procedures related to government-related litigation and federal employment and labor issues.
  • Ability to effectively interpret and apply law and recommend changes in legislation, policy, or regulations. Ability to communicate effectively, both orally and in writing.
  • Ability to direct, coordinate, and review the concerted efforts of teams of specialists. Ability to research case law and regulations relating to legal issues, inclusive of computer-based research tools.
  • Ability to recognize and appropriately handle issues of precedent-setting nature, delicacy, or importance to agency goals, national and international importance, or high public interest.
  • Skill in developing negotiation strategies and negotiating settlement agreements. Skill in presentation of, and opposition, to evidence and arguments made in third-party proceedings.
  • Skill in writing briefs, appeals, motions, oppositions and other writings intended to be persuasive to a neutral third-party or to clearly and precisely reflect agreements or positions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
