Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. to be credible, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of range of multidisciplinary general engineering concepts, principle, practices, standards, methods and techniques used to analyze and integrate program management (strategic planning, Intergrated Instillation Planning, asset management, instillation management, and civil engineering) of marked difficulty, responsibility and significance.
2. Professional knowledge of DAF concepts, principles, and practices, and general familiarity or ability to learn the strategic basing process, the Planning, Programming, Budgeting, and Execution (PPBE) process, the environmental impact analysis process, joint basing, base realignment and closure (BRAC) process, divestment authorities, and integrated planning.
3. Knowledge of a wide range of concepts, principles, practices relating specifically to community planning, but ideally also financial management, real estate matters, logistics, and manpower.
4. Knowledge of and skill in evaluating state-of-the-art advancements in theory, application, technology, and policy affecting systems being developed and in supporting the critical aspect of development, production, and/or support of systems, subsystems, or equipment.
5. Ability to support execution of complex multi-faceted projects. Skill in coordination extensive projects in assigned areas of responsibility at an appropriate level to develop plans including milestones, priorities, and documentation.
6. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefs, paper, or reports suitable for top management use and decision-making.
7. Ability to communicate effectively both orally and in writing and maintain good working relationships to gain support for the goals.
