In this position you will apply technical work and professional engineering to modeling and simulation systems that support developmental and operational test and evaluation (DT&E and OT&E) test programs, as well as High End Advanced Tactics, Training, & Test (HEAT3).

- Knowledge of concepts, principles, and techniques across multiple interrelated and integrated technical and test engineering disciplines applied to human-in-the-loop simulators of advanced aircraft weapon systems (4th, 5th gen and beyond).
- Technical knowledge of combat aircraft avionics, armament, electronic warfare systems, and related subsystems, including mission planning systems and procedures.
- Knowledge of combat air vehicles, EO/IR/RF weapons & sensors, EW, & signature management with respect to operational flight test planning, execution, and data reduction.
- Ability to plan and organize work, coordinate between various electrical/electronic/aerospace/mechanical engineering and test disciplines; coordinate with USAF, USN, DOD, other federal government agencies, and defense contractors.
- Ability to maintain good working relations and to provide technical leadership and project management oversight and communicate effectively with a broad range of personnel both orally and in writing and to use modern computer software applications in support of communications and presentations.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions HERE
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is the technical knowledge of combat aircraft avionics, armament, electronic warfare systems, and related subsystems, including mission planning systems and procedures. In addition, must have the knowledge of combat air vehicles, EO/IR/RF weapons & sensors, EW, & signature management with respect to operational flight test planning, execution, and data reduction.
KNOWLEDGE, SKILLS, AND ABILITIES:
. Knowledge of concepts, principles, and techniques across multiple interrelated and integrated technical and test engineering disciplines applied to human-in-the-loop simulators of advanced aircraft weapon systems (4th, 5th gen and beyond). Ability to apply advanced sensor and weapon systems expertise, to develop and operate test events for complex integrated live virtual and constructive battlespace test events.
2. Technical knowledge of combat aircraft avionics, armament, electronic warfare systems, and related subsystems, including mission planning systems and procedures. Knowledge of the methods, principles, practices, and programs related to development of instructional materials, and training resources to support briefings of advanced weapon systems PVI and tactics information.
3. Knowledge of combat air vehicles, EO/IR/RF weapons & sensors, EW, & signature management with respect to operational flight test planning, execution, and data reduction. Proficient in flight test conduct, coordination, supervision, and data analysis/evaluation as compared with applicable truth sources and model data. Experienced in technical report generation and administrative aspects of flight test programs. Skilled in the use of a variety of computer applications and software, to include high fidelity simulators, sufficient to meet desired test objectives and demonstrate/employ flying procedures and maneuvers in mission training and test events.
4. Ability to plan and organize work, coordinate between various electrical/electronic/aerospace/mechanical engineering and test disciplines; coordinate with USAF, USN, DOD, other federal government agencies, and defense contractors. Ability to research, analyze, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend accurate, timely, and economical solutions.
5. Ability to maintain good working relations and to provide technical leadership and project management oversight and communicate effectively with a broad range of personnel both orally and in writing and to use modern computer software applications in support of communications and presentations.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
Education
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (Click here for detailed explanation of each of these items) 1. Professional registration or licensure 2. Written Test 3. Specified academic courses 4. Related curriculum
1. Professional Registration. Have current registration as a professional engineer.
2. Written Test. Have evidence of successfully passing the written test required for professional registration or have successfully passed the Engineer-in-Training (EIT) examination and have completed all the requirements for either (a) a Bachelor's Degree in Engineering Technology (BET) from an accredited college or university that included 60 semester or 90 quarter hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by ABET.
3. Specified Academic Courses. Have successfully completed at least 60 semester or 90 quarter hours of courses in the Physical, Mathematical, and Engineering sciences and in Engineering that included the courses specified in "A" above.
4. Related Curriculum. Have successfully completed a curriculum leading to a Bachelor's Degree in engineering technology or in an appropriate professional field (e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) and have 1 year of professional engineering experience under the guidance and supervision of a professional engineer. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering type experience. If you are using a related curriculum to qualify, failure to submit the following documentation will result in you being rated ineligible. You must submit a legible copy of your training plan, performance appraisal and/or a letter from your Professional Engineer Supervisor. The letter must reflect the individuals Professional Engineer License Number. [Note: Your education/experience will be thoroughly evaluated under this provision.
