The primary purpose of the position is to serve as the Design Nuclear Certification Manager (NCM) supporting design, construction, and nuclear certification of Weapons Generation Facility (WGF) projects. Serves as the primary representative of the WGF program office to the nuclear certification community for day-to-day management and execution of the WGF Nuclear Certification Program. Coordinates the activities of nuclear certification stakeholders to meet program goals and timelines.

DUTIES:

  • Serve as the facility design nuclear certification expert. Apply engineering knowledge to ensure quality Certification Requirements Plans (CRPs) and review WGFs and AFNWC MILCON projects, ensuring designs conform to established requirements such as AFI 63-125, Nuclear Certification Program and the Unified Facility Criteria (UFC).
  • Co-Chair the Nuclear Certification Working Group (NCWG) for WGFs with AFNWC/NTS. Monitor the weapon system nuclear certification process for WGFs and maintain WGF configuration control and certification.
  • Serve as AFNWC/PI's primary interface with the nuclear certification community. Coordinate support from program managers, engineering, logistics, test, structures, weapons, etc. to facilitate nuclear certification. Review documents and provide recommendations on infrastructure proposals for various construction and renovation projects.
  • Coordinate reviews on architect-engineer and construction contractor-provided design and construction submittals.
  • Apply advanced theories, concepts, and principles related to development or sustainment of systems for MILCON and facility modernization projects.
  • Provide expert advice and counsel to senior leaders and key stakeholders responsible for broad program operations with an emphasis on facilities.
  • Collaborate with project teams, Air Force Global Strike Command (AFGSC), Air Force Civil Engineer Center (AFCEC), US Army Corps of Engineers (USACE), Naval Facilities Engineering Systems Command (NAVFAC) and key stakeholders regarding design and construction submittals. Support technical reviews of critical documents and designs.
  • Brief stakeholders on issues and risks associated with design and construction for facility essential systems.
SKILLS
  • 3 years of experience using principles of systems engineering, civil engineering or facilities engineering highly desired.
  • 3 years of DoD military construction (MILCON) program experience is highly desired.
  • Experience and proficiency with Building Information Modeling (BIM) software is highly desired.
  • Experience with Air Force Installation and Mission Support Center (AFIMSC)/AFCEC and the MILCON priority process is desired.
  • Able to understand and interpret building codes, facility design analyses, drawings, specifications, construction submittals is highly desired.
  • Five (5) years relevant work experience is desired.
  • A professional engineering license is highly desired.
  • Current registration or licensure as a professional engineer or certification as an engineer intern in any US State or territory is desired.

  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
  • Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Engineering and Technical Management “Practitioner” certification category within the required timeframe after appointment.
  • This position will be coded under the Acquisition Professional Development Program (APDP), Engineering and Technical Management Practitioner Level certification.
  • The selectee must meet or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.

  • This position may require travel. Subject to Temporary Duty Assignment (TDY): Approximately 30 days per year.
  • In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • In accordance with HQ USAF/DP Memo, “Payment of Expenses to Obtain Professional Credentials” dated 23 March 2003, employees may request reimbursement of expenses required to maintain professional credentials.
  • Employee must possess a Bachelor of Science degree from a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET)

KNOWLEDGE, SKILLS AND ABILITIES:
  1. Knowledge of the nuclear certification processes IAW AFI 63-125 and ability to incorporate relevant knowledge of applicable building codes, military engineering standards and governing documents as well as knowledge of the deviation process for any facility design deficiencies. Must be able to understand and interpret technical documents, engineering drawings, and project schedules.
  2. Knowledge of a wide range of advanced multidisciplinary professional engineering concepts, principles, practices, standards, methods, and techniques to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods, and to plan and execute specialized programs/projects of marked difficulty, responsibility and significance.
  3. Knowledge of the mission, roles, functions, organization and operation of the DoD, Air Force, and nuclear deterrence related organizations that govern, interface with, and/or influence acquisition of MILCON facilities, their development, certification and/or sustainment; and related knowledge of planning, programming and budgeting cycles, financial systems and restrictions on expenditure of funds.
  4. Knowledge of and skill in evaluating state-of-the-art and advancements in theory, application, technology, and policy affecting unique Air Force nuclear weapons-related MILCON facilities being developed, and in planning, organizing, and directing the functions and staff in critical aspects of acquisition and sustainment.
  5. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of stakeholders and their organizations as well as communicating effectively, both orally and in writing.
  6. Ability to plan, organize, and direct the functions of various teams. Ability to mentor, motivate and develop personnel as well as analyze, plan, and adjust work operations to meet team and individual project requirements, goals and objectives within available resources and other statutory/regulatory constraints.

Education

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
