Summary

This position is for a GRANTS MANAGEMENT SPECIALIST (COOPERATIVE AGREEMENTS), PD# T5869000, part of the Nevada National Guard. This position is located in the USPFO, Agreements Branch. The purpose of this position is to be responsible for administering and coordinating a complex Federal assistance agreement (grant, cooperative agreement), and support agreement portfolio which includes serving as a technical authority and resource with external recipients.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

--Provides authoritative technical advice on all aspects of grant/financial mechanisms across two current and overlapping Federal and State fiscal years, across all open and active federal fiscal years and through Continuing Resolution Authority (CRA) periods when applicable.
--Responsible for administering and coordinating a complex grants portfolio including Cooperative Agreements (CA) and highly technical special projects that have a value in the tens of millions of dollars and last up to two decades.
--Sets appropriate work priorities, applies knowledge of organizational needs and deadlines, and consistently follow-up to assure receipt of required documentation.
--Ensures recipients are in compliance with cooperative agreement awards' terms and conditions, established administrative and financial policies, procedures, and sound business practices.
--Performs complex financial and administrative analyses of a variety of grant mechanisms to determine if costs are reasonable, allowable and allocable.
