Duties

  • Provides informational, diagnostic, and/or academic counseling to military personnel of all ranks, their dependents, and/or civilian personnel pursuing undergraduate/graduate, vocational, technical, and professional development opportunities at various levels.
  • Counsels all Airmen regarding requirements for unique Air Force educational opportunities such as the Job Training, Employment Skills Training, Apprenticeships, and Internships (JTEST-AI) for eligible Service members [(Career Skills Program (CSP)], Air Force Institute of Technology graduate and education with industry programs, Officer and Enlisted professional military education to include particular emphasis with the NCO and SNCO Academy Multimedia Correspondence courses and the Academic Deferment Program.
  • Provides mass briefings and monitors progress of individuals participating in educational and career enhancement programs and modifies career goals as appropriate.
  • Prepares/conducts strategic mass-briefings to include newcomers and educational briefings for groups or units to promote educational programs and prepare Airmen for post-service careers.
  • Performs a variety of administrative duties related to the educational counseling program.

  • Selectee will keep abreast of developments in the educational counseling field and career field needs of the Air Force as well as occupational needs in civilian life by regularly reading a variety of professional journals and related publications.
  • Selectee must meet the positive education requirements as stipulated by US OPM for the 1740 occupational series.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Education Services Series 1740 located here.

Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required.

  1. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.
  2. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.
  3. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.
  4. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.
  5. Teaching methods: Study of teaching strategies and learning styles of the adult learner.
  6. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.
  7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.
  8. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Examples of specialized experience include providing academic, career, and personal counseling to Airmen. Desired 1 year of experience delivering briefings, workshops, and one-on-one advising.
Desired 1 year of experience with Tuition Assistance, Credentialing Programs, CCAF requirements, and Testing Programs and AFVEC.

IDEAL CANDIDATE: The primary purpose of this position is: To serve as a professional guidance counselor providing general adult educational and career development counseling to both military and civilian personnel. To manage school/training and employee development programs for the Air Armament Center. Provide managers with objectively based information that shall be used to make decisions regarding administrative and programmatic aspects of agency operations and management. Primary objective of this position is to administer and manage programs/projects that impact the effectiveness and efficiency of education and training programs and operations

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of education theories, principles, procedures, and practices of secondary, adult, or
continuing education programs and their accrediting processes. (See positive education requirement per OPM
Qualification Handbook for General Schedule Positions.)
2. Knowledge of various educational testing methodologies to select, administer, and interpret diagnostic tests
such as interest, aptitude, and achievement tests used in educational and career planning.
3. Knowledge of regulations, principles, techniques, communication techniques and approaches used in guidance
counseling to counsel students or enrollees regarding the establishment of educational and occupational
objectives.
4. Knowledge of a variety of occupational, vocational, and career development resources (educational and/or
community).
5. Ability to design and develop curriculum for adult educational or vocational programs.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
