Summary

As a General Attorney, the incumbent will serve as a trial attorney in the Office of the General Counsel.

Location of Position: General Services Administration (GSA), Office of the General Counsel (OGC), Central Office.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). Positions include routine telework and remote work arrangements. The duty station of the selectee for this position can be anywhere within the Eastern Time Zone of the United States.

  • Provides legal counsel on Federal government contracts law and government contract-related policy issues, including but not limited to, transactional matters, acquisition policy, personal property, contract compliance, and litigating bid protests and contract appeals. Incumbent provides counsel on contract formation, administration, and termination for various acquisitions and performs legal research, conducts analyses, and prepares legal opinions on novel and complex legal issues.

  • Reviews and comments on regulations, policies, procedures, orders, and other agency issuances or rulemaking actions.

  • May also be expected to represent the agency before the Government Accountability Office (GAO) or Agency Protest Official for protests filed against procurements for which the attorney is assigned counsel.
  • Prepares or presents the agency position in appeals before the U.S. Civilian Board of Contract Appeals (CBCA), including pleadings, discovery, and recommendations for settlement when appropriate. 

  • Provides litigation support to the Department of Justice in representing the Government in Federal court, such as protests before the U.S. Court of Federal Claims.

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.

The GS-14 salary range starts at $122,198  per year (based on Step 1, outside of locality pay areas) to $139,395 (includes Washington-Baltimore-Arlington-, DC-MD-VA-WV-PA locality pay).  Locality pay will be determined once the duty location has been established.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must possess all of the following:

  1. Successful completion of a full course of study in a school of law accredited by the American Bar Association and possession of at least a professional law degree (J.D.); AND
  2. Bar Membership: You must be an active member of the Bar and in good standing in a state, territory of the United States, District of Columbia, or the Commonwealth of Puerto Rico; AND
  3. Experience: Applicant must have at least 4 years of relevant legal experience as a licensed practicing attorney commensurate with the duties and responsibilities of the position, of which at least 2 years specialized experience with Federal government contracts, including transactional matters, acquisition policy, personal property, contract compliance, and litigating bid protests and contract appeals equivalent to the GS-13 level.

This position has a positive education requirement: Applicants must submit a copy of their law school transcript(s) by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.
