Duties

  • Serves as the BLM senior cost engineer responsible for coordinating, planning, and overseeing the BLMs cost estimating program.
  • Prepares thorough and accurate cost estimates and reviews cost estimates by others for all phases of design (Schematic, Design Development, and Construction Drawings) and Construction as well as Operations and Maintenance.
  • Develop detailed policy, procedures, criteria, technical references, and guidelines for BLM use in preparing, feasibility and engineering estimates for facilities and their associated equipment.
  • Advises and collaborates in the development of the bureau’s short and long-range plans for BLM assets, including costs for sites, roads, bridges, dams, radio towers and structures.
  • Serves as project manager on engineering design and construction projects.
  • Incorporates and enters cost models/schedules using automated systems/computer programs (such as excel, access, lotus, and others) into the Bureau-wide automated system and project management data systems.
  • Leads Value Engineering program for the BLM, all projects over one million dollars.
  • Develops, coordinates and conducts Bureau-wide seminars and training courses (in classroom and on-line settings) in the application of cost estimating, life cycle cost estimating and Value Engineering.
  • Holds responsibility for annual updates to all global adjustment factors including Location, Remoteness, Wage Rate, Taxes, Historic Preservation, and Inflation.
  • Visits proposed work sites to investigate conditions and circumstances.
  • Reviews schedules, plans and specifications, obtains a general outline of requirements and/or performs site investigations of conditions to determine the feasibility of construction as planned.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified:

1. License: The incumbent of this position must hold a professional engineering (PE) license to provide designs, recommendations, and technical support that safeguards life, health, and property.

2. The incumbent must have the FAC-COR credential or be able to obtain within 12 months of taking position. FAC-COR is Federal Acquisition Institute (FAI), Federal Acquisition Certification - Contracting Officer Representative.

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience.

In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: prepare cost estimating for design/construction; update cost models; perform Value engineering; attend preconstruction conferences and negotiate change orders; investigate construction conditions and circumstances; review schedules, plans and specifications; determine life cycle cost analysis, salvage value, disposal costs, and depreciation.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The work requires some physical exertion such as long periods of standing, considerable walking, stooping, bending, crouching and climbing while performing construction activities or field inspections.

Work Environment: There will be some field work assessing program asset costs in remote locations.

Education

This position has a positive education requirement which requires:

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR;
B. Combination of education and experience -- Must include college engineering coursework in physical & mathematical science & experience in one of the branches of engineering, AND have one of the following: (1) a current professional engineer registration; (2) passed the Engineer-in-Training (EIT) exam or similar examination; (3) completed 60 semester hours of coursework specified above; (4) completed bachelor's degree in a related field AND have 1 year or more of professional engineering experience.
