Summary

About the Position:
Serves as a full deputy to the USARJ Command Engineer and as principal advisor to the Commanding General, Deputy Commanding General, and Chief of Staff, on all mission-related Army Service Component Command (ASCC) engineering functions/matters/issues, including contingency plans and operations, in support of command readiness and homeland defense (terrorism and natural disasters), environmental compliance, military construction and operations/maintenance programs.

Duties

  • Serves as a full deputy to the USARJ Command Engineer and as principal advisor to the Command.
  • Exercises responsibility for all engineering program management including oversight, quality control, and coordination.
  • Serves as a senior engineer, authoritative expert, consultant, team leader and technical specialist with authority and responsibility for short and long-range planning and coordinating,
  • Reviews completed work products or spot checks work in progress to insure general adequacy and attainment of overall program objectives and deadlines.
  • Plans goals and objectives of the office, and determines which programs or major projects to initiate, drop, alter, and the resources required to meet the goals IAW the Director's guidance and vision.
  • Prepares and defines technical details for budgets and work program estimates to be submitted to higher headquarters.
  • Resolves technical issues associated with both engineering and environmental projects.

  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal time when the unit is closed or delayed reporting and remain on duty during phased or early release.

Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 3 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your work experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Applying a wide range of professional engineering skills or architectural theories, concepts. 2) Experience in applying military infrastructure planning, programming and execution process. 3) Experience in real property, master planning and facilities construction programs. 4) Experience in preparing budgets and work program estimates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service, GS-12.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Additional information

  • Direct deposit of pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.
  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
