Summary

The Senior Technical Specialist (STS) for Advanced Cabin Safety serves as a senior professional within the Office of Aviation Safety (AVS). This STS provides an agency-wide, mission-critical, leadership role in identifying and mitigating aviation safety and security risk related to cabin safety and occupant protection under the minimal direction of a manager or an executive.

Duties

The STS represents the FAA at highly sensitive threat-based briefings and meetings on aircraft cabin safety with other U.S. Government partners, where an Aircraft Certification perspective and presence is required with respect to potential threats to critical U.S. national infrastructure which may require access to classified information at the Top Secret-SCI level.

Applies experience and expert knowledge of engineering principles, theories, and concepts to evaluate the readiness of emerging technologies, shape agency policies, consult on problems of major significance, and promote adoption of the most safety enhancing operational requirements and practices into the FAA’s regulatory and certification programs. Applies knowledge of concepts, principles, and practices related to physical aircraft cabin security and survivability technologies to minimize accidents and improve aviation safety.

The STS is a recognized expert within the FAA and works to retain and strengthen U.S. leadership in research and knowledge related to materials flammability; impact to materials and/or aircraft systems in off-nominal environments; fire protection; emergency escape systems and evacuation principles; flotation; interior configuration; occupant safety measures tied to crash dynamics; and physical security measures, including flightdeck security, explosion mitigation, and safety information presentation. The incumbent works to develop professional relationships with technical experts in the U.S. and abroad to enhance the technical competency of the aviation community. This STS defines and evaluates requirements for new and novel cabin safety and occupant protection methods and collaborates with the aviation industry to address advanced cabin safety risks and associated corrective actions.

Represents the FAA at highly sensitive threat-based briefings and meetings on aircraft cabin safety with other U.S. Government partners such as Department of Homeland Security, the Federal Bureau of Investigation, the Transportation Security Administration, and the Department of Defense, where an Aircraft Certification perspective and presence is required with respect to potential threats to critical U.S. national infrastructure.

Coordinates regulatory initiatives with foreign airworthiness authorities to provide harmonized requirements to expedite and reduce the cost of international certification to the aviation industry.

Plans, directs, promotes, and coordinates R&D programs and projects to develop, test, and evaluate new technologies, address service difficulties, and promote FAA adoption of safety enhancing policies and practices in the realm of cabin safety and the cabin environment.

Participates in the establishment or refinement of aircraft certification policies, practices, procedures, and criteria pertaining to cabin safety and occupant protection, ensuring that state-of-the-art requirements and methodology are incorporated.

Participates in the deliberations and activities of industry consensus-based standards organizations that provide standards, specifications, test methods, and guidelines for the cabin safety and occupant protection industries.

Evaluates domestic and international cabin safety and occupant protection industries to support industry incorporation of these new technologies.

Reviews and recommends approval of technical and scientific reports and papers based on the results of FAA sponsored research in the areas of cabin safety and occupant protection.

Provides expert advice and assistance to type certification boards, airworthiness directive boards, maintenance review boards, flight operation evaluation boards, special certification review teams, accident investigation teams, and special condition standards review activities

Provides expert advice and assistance on cabin safety and occupant protection effects on aircraft operations, including effects on emergency and aircraft systems.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience is defined as:

  • Experience identifying, mitigating, and evaluating safety and security risks related to the field of cabin safety and occupant protection.
  • Experience with two or more of the following: aircraft survivability, environmental qualification, reliability testing of cabin safety and survivability certification standards, and cargo safety standards

All qualification requirements must be met by the closing date of this vacancy announcement.

Foreign education must be evaluated by a private professional organization specializing in interpretation of foreign education credentials or an accredited U.S. educational institution in terms of equivalence to a degree acquired at an American college or university. A copy of the evaluation results must be included, otherwise your foreign education will not be considered.

Basic Requirements:

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
