In this position you will serve as an Arnold Engineering Development Complex (AEDC) Intercontinental Ballistic Missile (ICBM) Combined Test Force (CTF) Developmental Test and Evaluation Engineer for the Sentinel or Minuteman-III (MM-III) Test Team located at Hill AFB, UT.

  • Applies Air Force and DoD test planning policies in the development and technical reviews of test plans and test methodologies to ensure technical validity, efficiency, safety and credibility in assigned ICBM test and evaluation efforts.?
  • Participates in test safety reviews identifying safety hazards, mitigation procedures and residual risk
  • Oversees and/or conducts testing at contractor and DoD test facilities and test ranges
  • Analyses and evaluates system performance to ensure functional and operational system performance and military utility
  • Prepares test assessments and reports to communicate test results to the program office and other stakeholders
  • Identifies and documents system deficiencies and provides recommendations for corrective actions
  • Participates in test project management activities, design reviews, test plan working groups and other integrated test team activities
  • Formulates, interprets, and applies test planning and test philosophy across all test efforts in their respective discipline to ensure technical validity, efficiency, safety and credibility in test and evaluation of the ICVM system and subsystems.
  • Serves as a discipline-specific Test Team focal point in the execution of the AEDC ICBM CTF's function of test planning, evaluation, and analysis of the systems under test.
  • Serves as a discipline-specific AEDC ICBM CTF/Test Team focal point on technical aspects of test processes for the organization, including those dealing with test planning, technical support, and unit system safety officer (USSO) activities.

  • The selectee must meet or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
  • Position requires a professional engineering degree at the bachelor's level from an ABET accredited institution is required. Advanced degrees are preferred.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Work will occasionally require travel away from the normal duty station on military or commercial aircraft

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional Engineering Positions located here

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11 in the Federal Service. Specialized experiences is responsible for support of ICBM developmental test and evaluation (DT&E) activities in either flight systems, weapons system command and control (WSC2), launch systems or test support and integration disciplines. The incumbent will have knowledge of test planning, execution, and analysis of test results for components, subsystems, systems, and the integrated system. The scope of the position includes support for DT&E ground and flight test activities at contractor and DoD locations for new or modified ICBM weapon systems.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
1. Knowledge of aeronautical systems integration with expertise in the areas of subsystems integration to include ICBM test support, weapon system analysis and test equipment/infrastructure. Knowledge of ground and flight aerospace vehicle/missile test conduct, data analysis/evaluation, incorporation of STAT techniques, modeling and simulation, technical report preparation, and administrative aspects of ground and flight test programs
2. Ability to plan and organize work, coordinate between various engineering and test disciplines, and coordinate with other Air Force, DoD, and domestic and foreign government agencies, and to devise and recommend timely and economical solutions to problems
3. Mastery of test and evaluation techniques and knowledge of advance concepts, principles, and techniques across multiple interrelated and integrated technical and test engineering disciplines that enable incumbent to support the Development Test and Evaluation (DT&E) or new and modified ICBM systems and subsystems.
4. Knowledge of ICBM weapons systems and related subsystems/equipment, their projected use in the military and methods of testing.
5. Skill in negotiation and/or defending test results, test program concepts, and in communicating clearly, concisely, and with technical accuracy, both orally and in writing. Knowledge and skill sufficient to maintain good working relations and perform as an effective member of a team.
6. Knowledge of the DoD and USAF acquisition process is needed to conduct DT&E and to develop Test Team plans and processes reflective of current DoD and USAF ST&E objectives.

Desired Skills:
  • Two (2) years of experience in the military acquisition process and/or test and evaluation desired

  • Two (2) years of engineering experience with ICBM weapon system related technology, such as rocket propulsion, guidance navigation and control, nuclear hardness, reentry vehicles, command and control systems, software, or support systems desired.
  • Two (2) years of experience working in a cross-functional technical team

Education

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: For 0801: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT) 1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) 2examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise.
