Summary

Serves as the Mike Monroney Aeronautical Center's (MMAC's) Energy Program Manager.

Duties

Provides advanced professional engineering expertise for multiple, varying, and complex assignments and plans the implementation of projects/programs under very minimal direction of a manager or project/program manager. Serves as a key technical point of contact for providing advice to customer organizations to ensure the development and execution of a comprehensive energy and water conservation programs.

Serves as a senior technical subject matter expert (SME) for all energy related engineering concepts, designs, and standards for the MMAC campus facilities including National Airspace System (NAS) facilities. This includes development of a strategic energy and water conservation plan and conducting or overseeing energy and water surveys. Prepares data call responses and develops, prepares, analyzes, and reports on performance metrics and progress in meeting goals/objectives. Ensures work activities/products are aligned with applicable laws, FAA policies, government-wide rules/regulations, and industry standards. The incumbent will lead an integrated team to implement energy and water conservation program requirements.

Participates in the MMAC Facilities Capital Planning and Life Cycle Assessments and makes energy related recommendations for capital improvements across the entire MMAC campus.

Serves as management's senior technical subject matter expert (SME) for the implementation of energy and sustainability project designs that comply with sustainable building designs and with current executive orders on green building initiatives. Applies comprehensive knowledge of building codes and FAA's energy policies and objectives to ensure compliance.

Applies experience and comprehensive knowledge of engineering principles, theories, and concepts applicable to his/her discipline to accomplish assignments and to develop plans and techniques to improve programs and policies. Understands how his/her technical area interacts with or is affected by other disciplines and considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems.

Defines, plans, and organizes assigned resources to accomplish organizational objectives. Provides engineering SME guidance to all other engineering staff across AMP to solve routine and difficult technical issues.

In collaboration with other technical professionals, establishes policies and standards governing energy and sustainability project designs and improvements. Assignments typically require solutions to highly technical situations involving unique and highly varied situations. Prepares budgetary cost estimates with a high level of detail to present to management. Prepares project schedules and reports progress of project milestones.

May acts as a Contracting Officer Representatives and provide the Contracting Officer with technical oversight of contract activities.

Contacts are internal and external to include MMAC senior leadership, FAA leadership, and DOT leadership. Acts as a key technical point of contact for assigned activities. Contributes to the preparation of management/technical reports or contractual documents and is called upon to communicate the overall results of a project or work activity to FAA management, the aviation and aerospace industries, and other external parties. The Energy Program Manager works with all levels of architects and engineers, federal, local and state government agencies, to plan, and implement design solutions.

Work is expected to require minimal review and is relied upon as sound technical engineering guidance.

Performs other related duties as assigned including acting as Environmental Team Lead and/or Division Manager.

Qualifications

BASIC REQUIREMENTS

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive).

AND

To qualify for this position at the FV-J (FG/GS-14) level, in addition to the Basic Requirements, you must demonstrate in your application that you possess at least one year of Specialized Experience equivalent to FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

SPECIALIZED EXPERIENCE: includes experience leading the development, design, or construction of energy/water conservation projects to ensure acceptability of budgets and timelines, conformance to federal and state laws, or adherence to approved specifications; conducting energy/water audits/surveys to evaluate energy/water use and to identify conservation and cost reduction measures; and identifying and recommending energy savings strategies to achieve more energy-efficient operation.

AND

In addition to the minimum qualifications, the following has been determined to be a Selective Placement Factor for this position. This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position. Applicants who do not possess this criterion are ineligible for further consideration.

SELECTIVE PLACEMENT FACTOR (SPF):Applicants MUST be licensed as a registered Professional Engineer (P.E.) or possess certification as a Certified Energy Manager (CEM). A copy of the licensure/certification must be uploaded with your application.

In addition to the above qualifications, the following has been determined to be a Quality Ranking Factor. This means applicants who possess this factor are considered to be Well Qualified.

QUALITY RANKING FACTOR (QRF): Well-qualified applicants must have experience in the application of the guiding principles for Sustainable Federal Buildings in the design, construction, and operation of facilities/buildings.
