Summary

A successful candidate in this position will serve as a General Engineer/Physical Scientist (Facilities Engineer), assuring the administration, guidance, compliance, and execution of departmental and contractor programs for facilities.

Duties

As a General Engineer/Physical Scientist (Facilities Engineer) you will:

  • Supports management and provides oversight as a Contracting Officer's Representative (COR) in the contractor executed planning, development, and execution of the acquisition, maintenance, and disposition of real and personal property at the KCNSC.
  • Contract oversight, knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, as required for proper oversight of contractor work, including monitoring and inspecting costs, work, and performance.
  • Knowledge of departmental real property policies, rules, and regulations sufficient to perform negotiations with private landowners and/or federal, state, and local government agencies for easements, right-of-way agreements, licenses, leases and permits for the installation or construction of utilities and/or other uses of land or facilities.
  • Create, evaluate and approve reports, inspections, and other data, determining operational risk Conduct studies or inspections, observe operations, gather and analyze facts and samples, evaluate efficiency of equipment and practices, perform calculations, and write reports of findings. Identify the need for and recommend action on risk areas as needed.
  • Facilitates coordination of program reviews, problem resolution, guidance, and procedures for prosecution of facilities programs. Provides interpretation and resolution of problems to assure the proper management of assigned programs.

Qualifications

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e.. NN-04, GS-14.

Specialized experience for this position is defined as assuring the administration, guidance, compliance, and execution of departmental and contractor programs for facilities. This includes the following;
1) The planning, implementation, and management of real and personal property; maintenance; plant rearrangements and modifications; new construction; equipment installations, repairs, and dispositions; site development and space utilization; utility conservation and usage; budgeting procurement, grant administration; and landlord coordination.
2) Provides technical and administrative support to management.
3) Provides guidance and direction to support personnel, and the M&O contractor while performing administrative functions related to the operation of leased and owned facilities.

  • Facilities - Knowledge of the physical, engineering, and experimental equipment and operational characteristics of facilities, and safety and equipment development designed to support manufacturing activities.
  • Project and Program Management - Direct, coordinate, conduct and evaluate activities in support of DOE/NNSA's missions and other U.S. Government priorities.
  • Contract oversight - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, as required for proper oversight of contractor work, including monitoring and inspecting costs, work, and performance.
  • Risk Management - Knowledge of the concepts, principles, and theories of Risk Management and their practical applications.
  • Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.

Education

This position has a positive education requirement. You must meet the education requirements of either the General Engineer (0801) or Physical Scientist (1301) series listed below. You MUST provide unofficial transcripts to support the education claims in your application. If selected, official transcripts will be requested.

801 -
Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree). 1301 - A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
