Summary

This position is part of the Y12 Field Office (YFO), Assistant Manager for Nuclear Safety and Engineering. A successful candidate in this position will serve as a General Engineer/Physical Scientist to provide technical expertise oversight of the Nuclear Safety Basis Program.

Duties

As a General Engineer/Physical Scientist you will:

  • Provides federal oversight of the planning, coordination and implementation of hazard controls and safety systems to meet the requirements of 10 CFR 830 and DOE Order 420.1.
  • Conduct oversight to ensure safety system operability, reliability, and availability of system systems and hazard controls are technically sound and the defensible safety envelope is maintained.
  • Responsible for technical review of the following processes: Safety Design Strategies, Preliminary Documented Safety Analysis, Documented Safety Analysis (DSA), and Technical Safety Requirements (TSR), Assigned Safety Systems, Cognizant System Engineer Program, and Configuration Management.
  • Manage federal oversight in the planning coordination, and review activities that support the implementation of Technical Safety Requirements (TSRs).
  • Provides technical review of proposed controls and their implementation for nuclear material operations. Provides federal oversight of the planning, coordination and implementation of controls and safety systems to meet the requirements of 10 CFR 830, and DOE Order 420.1.
  • Ensures systems, structures and components that are important to nuclear facilities safety, as identified through Safety Analysis Reports (SARs) or Documented Safety Analysis (DSAs), are properly defined and managed to maintain operability, reliability, and availability.
  • Provides federal oversight of Safety System operability determination or evaluations for safety systems with identified deficient conditions. Administered contractor oversight of Safety Basis activities to ensure the applicable DOE/NNSA requirements are met.

  • Human Reliability Program (HRP) This position is covered by the Department of Energy's Human Reliability Program (HRP) and is subject to a psychological test and evaluation on an annual basis.

Qualifications

EN-3: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e. (EN/NQ-2 or GS-11). Specialized experience for this position is defined as: Experience applying nuclear safety engineering base program principles, practices, requirements, and objectives sufficient to administer nuclear engineering safety rules, regulations, and standards.


Examples of Qualified Experience:
  • Experience performing reviews associated with any of the following: preliminary hazard analysis, un-reviewed safety questions, safety analysis, technical safety requirements, fire hazard analysis, or safety-related systems.
  • Experience with technical or operational problems (e.g. Unreviewed Safety Questions, Potential Inadequate Safety Analysis, Technical Safety Requirement Violation, Occurrence Reporting, Readiness Assessments, and Management Assessments).
EN-4: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e. (EN/NQ-3 or GS-12). Specialized experience for this position is defined as: Experience applying nuclear safety engineering base program principles, practices, requirements, and objectives sufficient to provide oversight and advisory nuclear engineering safety rules, regulations and standards.

Examples include (Need 2 of the 3):
1. Experience with leading, reviewing or implementing of nuclear requirements (e.g. 10 CFR 830, DOE O 226.1B, DOE O 420.1C, DOE STD 3009, DOE STD 1027, DOE STD 1189, DOE STD 1186).
2. Experience developing and/or reviewing documents in support of nuclear facility operations associated with any of the following: preliminary hazard analysis, un-reviewed safety questions, safety analysis, technical safety requirements, fire hazard analysis or safety-related systems.
3. Experience in resolving and presenting solutions for technical or operational problems (e.g. Unreviewed Safety Questions, Potential Inadequate Safety Analysis, Technical Safety Requirement Violation, Occurrence Reporting, Readiness Assessments, and Management Assessments).

Education

All applicants must meet the basic requirements of the General Engineer/Physical Science occupational series.

Transcripts or other proof of required education MUST be included in application package.

Engineer (801) - Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree). Physical Scientist (1301)- Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics OR Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
