Summary

The incumbent serves as a DOE/NNSA Senior Technical Safety Advisor, who is assigned direct responsibility for activities impacting the safe operation of defense nuclear facilities including: Managing technical programs and associated resources, and providing assistance, direction, guidance, oversight, or evaluation of contractor technical activities.

Duties

As a Senior Technical Advisor, you will:

  • Initiate, plan, monitor, and conduct reviews and assessments of the NNSA environmental safety and health program management and performs independent analysis to evaluate technical issues related to safety. Specific emphasis is placed on designated nuclear facilities to ensure operations are carried out safely and properly in accordance with the facilities authorization basis. This entails review and evaluation of program schedules and procedures to ensure activities are carried out safely and efficiently. The incumbent independently reviews program changes and revisions and makes recommendations to the Manager for acceptance.
  • Serve as the principal manager and NFO contact for NNSS matters of interest to the Defense Nuclear Facilities Safety Board (DNFSB), to include issues and interactions with the Departmental Representative, other Departmental Elements, the Board and the Board Staff as outlined in Guidelines for the Department of Energy Interface with the Defense Nuclear Facilities Safety Board. The incumbent provides expert technical advice to the FOM/DFOM on matters of importance in DNFSB recommendations and evaluates the adequacy of NNSS responses to Board issues.
  • Possess master authoritative level of expertise and professional knowledge related to efforts in support of Operational Readiness Reviews (ORRs) and Readiness Assessments (RAs). Identity, describe, and oversee the technical direction that the nuclear facility safety programs must take to achieve program objectives, and continually appraises and evaluate the current programs to determine if objectives can be met or recommend other options (approaches when warranted).
  • Monitor long range program objectives and requirements and evaluates the recommendations of other interested organizations as they relate to NNSS operations to assure compliance with regulations and implementation of recommendations from the DNFSB and other audits, reviews, surveys, and appraisals by other cognizant organizations. Report on NNSS program accomplishments to higher level management within the Department to assist in justifying and supporting crucial and far-reaching program and/or facility changes.
  • Maintain awareness of safety culture and safety issues and operational activities at a geographically separated site. Serve as the Price-Anderson Amendments Act (PAAA) Coordinator for enforcement of Nuclear Safety Rules (e.g. 10 CFR 830, 10 CFR 835, etc.). Coordinate with other agencies (e.g. National Aeronautics and Space Administration (NASA), Nuclear Regulatory Commission (NRC), Defense Nuclear Facilities Safety Board (DNFSB), etc.) regarding DOE policy on technical capabilities programs.

Qualifications

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e., EN-IV or GS-15 equivalent. Specialized experience for this position is defined as experience executing the following (must meet 3 out of 5):

Having direct responsibility for activities impacting the safe operation of defense nuclear facilities;
-Performing oversight of nuclear operations, including authorization basis documents, principles of conduct of operations, Integrated Safety Management Systems, and/or startup/restart of nuclear facilities;
-Managing safety and health technical programs and providing assistance, direction, guidance, oversight, or evaluation of contractor activities;
-Initiating, planning, monitoring, and conducting reviews and assessments of contractor safety and health programs;
-Performing independent analysis to evaluate technical issues related to safety and health programs.

  1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

    or

  2. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
0800 Individual Occupational Requirements Basic Requirements:

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
