Duties
- Defines data need parameters for specific geospatial projects and/or assignments.
- Implements advanced analytical techniques necessary to solve complex geospatial and GIS issues.
- Calculates and analyzes cumulative impacts of various environmental factors (i.e. Threatened and Endangered Species).
- Conducts advanced 3D/spatial analysis and geospatial modeling to measure and predict the various outcomes of environmental impacts
and analyze resource distribution and behavior.
- Develops new insights into complex GIS situations, applies innovative solutions to novel GIS problems, and designs new geospatial methods of analysis where established methods and procedures are inapplicable or are unavailable.
- Designs, develops, and manages geospatial databases, including conversion of digital data in various formats, and the conversion of thematic source maps from analog to digital form through the use of appropriate hardware and software.
- Provides technical user support for all aspects of geospatial data and software.
- Works with a diverse group of resources specialists, planners, and managers to lead, coordinate, and implement geospatial applications with state and/or regional level impacts, and incorporate GIS resource data into planning documents and processes.
- Represents the office manager when working with other internal and external organizations on geospatial matters.
- Develops and maintains effective working relationships with related groups, individuals, agencies, and the public in order to encourage and facilitate cooperative management strategies.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity. Specialized experience is defined as: (1) designing/managing geospatial databases including project quality control and/or research; (2) collaborating with others in developing and/or implementing geospatial applications or data; (3) presenting the organization's technical and/or policy information in conferences/meetings; (4) assisting with planning and/or management activities. (5) Assisting with geospatial systems operations and support activities, technical options, processing procedures, geospatial analysis logic, geospatial computer languages, and the general principles of geospatial information management; and (6) Assisting with project planning, project management, and systems design for complex, user-oriented systems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Project Management - Applies principles, methods, or tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance.
