Summary

This position is located in the Office of Global Research (OGR), Office of Science Management and Operations (OSMO), Office of the Director (OD), National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), Department of Health and Human Services (DHHS), located in Montgomery County, MD.

You must be currently employed by the Department of Health and Human Services, serving on a permanent appointment in the competitive service and have received a RIF separation notice, or a Certification of Expected Separation (CES), and the date of the RIF separation has not passed.

Duties

If selected for this position, your duties may include, but are not limited to:

  • Serve as an expert in science management, program management, resource management, implementation, and oversight; providing expert advice to OGR and NIAID leadership in these areas.
  • Provide authoritative counsel to the OGR leadership on important and highly visible science and business management initiatives, as well as on practical methods and recommendations for implementing the full scope of management functions associated with the OGR Director's position.
  • Establish collaborative and working relationships with representatives/officials of other Government agencies, universities, and other research institutions, professional groups, advocacy groups, voluntary organizations, the pharmaceutical industry, etc. who are involved in global health research programs.
  • Serve as a conduit between NIAID and research programs and opportunities worldwide by identifying and addressing cross-functional programmatic and administrative matters that have a direct and significant impact on research planning and effectiveness of NIAID operations abroad.
  • Advise and support NIAID and its extramural partners on international relations, diplomatic practicies, legal and treaty framework agreements, policies that govern international relationships, and other matters of a diplomatic and foreign affairs nature.
  • Promote appropriate global coordination and information sharing, focusing on intercultural understanding and interpersonal relationship building.
  • Ensure activities, initiatives, and programs adhere to individual region/country biomedical research and U.S. Government laws, regulations, and policies.
  • Provide critical review of the content and substance of wide ranch official documents, ensuring all relevant points of view have been sought and all involved relevant organizations have concurred on final documents.

Qualifications

To qualify for the Global Research Program Officer at the GS-15 level, you must meet the following requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal Service obtained in either the private or public sector, performing the following types of tasks: 1. managing international biomedical research programs and overseas operations, including applying biomedical research operations abroad to ensure compliant, efficient, and cost-effective administrative support for international research activities; 2. establishing, strengthening, and maintaining high-level international partnerships by leveraging key global contacts across foreign governments, research institutions, and multilateral organizations to advance scientific research goals and program objectives; 3. providing expert analysis of global trends, treaties, and foreign policy issues, and applying deep knowledge of U.S. laws and policies related to the development, negotiation, and implementation of international biomedical research programs and agreements; 4. developing and implementing operational, scientific, and programmatic biomedical research strategies, including enhancing processes, preparing operational plans, and formulating recommendations on scientific, administrative, and financial matters to improved program performance; and 5. authoring and delivering program documentation, such as strategic plans, policy guidance, international agreements, partnership frameworks, and analytical reports for senior leadership and external stakeholders.
