Summary

With an emphasis on high ethical standards, excellence in public service and the delivery of superlative advice and counsel, our Office performs the legal work for the United States Department of the Interior, and manages the Departmental Ethics Office and Departmental FOIA Office. With more than five hundred total employees, more than four hundred of which are licensed attorneys, the Office strives to provide sound legal services to fulfill the Department's diverse and wide-ranging mission.

Duties

This position is located within the Department of the Interior (DOI), Office of the Solicitor, Departmental Freedom of Information Act (FOIA) Office.

At the full performance level (GS-14) the major duties of this position include but are not limited to the following:

  1. Evaluate the FOIA technology resource needs of DOI subcomponent FOIA offices and developing short and long-range strategic goals to maximize efficiency in FOIA operations through the use of technology.
  2. Direct implementation of all aspects of FOIA information management and technology strategies for DOI and developing Department-wide policy and procedures on technology requirements for FOIA processing, advocating for innovative uses of technology to ensure maximum efficiency in FOIA processing, including proactively identifying technology that would make processes more effective.
  3. Provide oversight and technical input in selecting, implementing and operating FOIA information management systems and their technical interfaces, including complex data migration processes, and overseeing the integration of FOIA-related IT programs and services by developing solutions to address integration/interoperability issues.
  4. Provide system administration and program support for implementing and running FOIA technology applications, including FOIA tracking, case management, and processing tools, document review/redaction platforms, and the broad spectrum of emerging FOIA information management support systems.
  5. Provide training and help desk assistance to bureau/office FOIA staff in using available FOIA-related technology solutions.
  6. Ensure compliance with information and records laws, regulations, policies, and administrative aspects of information management and technology and implementing technical guidance.
  7. Serve as an expert in designing records searches for FOIA requests and batch-ingestion of records into document review platforms and assisting bureau/office FOIA offices in performing these functions as time permits.

Salary Range Information:
GS-14 $122,198 - $158,860 per annum
*First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

*The salary information listed is for Rest of the United States of America. When selected, your salary will be set for the location in which you reside.

Qualifications

Minimum Qualification Requirements:
To qualify for this position, you must meet the Specialized Experience requirement for the series/grade to which you are applying.

GS-14
Specialized Experience:
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

1. Experience in interpreting and applying statutory requirements rules, regulations, public laws, and guidelines governing the FOIA and Privacy Act programs.
2. Utilizing FOIA and/or eDiscovery tools to identify, collect, convert and de-duplicate records for FOIA requests.
3. Experience managing and/or overseeing projects related to FOIA technology systems.
