GS-11 Level: You may qualify at this grade level by meeting one (1) of the following below:
Specialized Experience:
You must have at least one year of specialized experience equivalent to the next lower grade level in federal service (GS-9) or public or private sector equivalent experience. For this position, specialized experience is defined as:
- Facilitating the editorial process centered on document management deadlines, content management, and workflow and approval processes related to Privacy Threshold Analyses (PTAs) and Privacy Impact Assessments (PIAs).
- Working familiarity with biometrics (such as fingerprint, face, iris, and DNA) and identity management as they relate to privacy issues and problems.
- Ability to research, understand, analyze, and handle sensitive, classified and complex data, as well as highly sensitive policy and privacy issues to conduct analysis and make pertinent privacy determinations.

Substitution of Education for Experience:
You may substitute education for experience at this grade level by possessing one of following:
- A Ph.D. or equivalent doctoral degree or
- 3 full years of progressively higher-level graduate education leading to such a degree or
- LL.M., if related

- A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. You may qualify at this grade level if you have a combination of education and experience (i.e. 6 months specialized experience and over 36 graduate level credits).
NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level. Transcripts must support how you meet this requirement, otherwise you will be found ineligible.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
