MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:
Specialized Experience at the GS-11: One or more full-time years (12-months) of specialized work experience, equivalent to at least the 09 grade level in the Federal service, performing the following duties:
- Evaluating proposals received to determine the eligibility of applicants;
- Evaluating recipient revision requests to ensure that the proposed changes comply with the scope and conditions of the initial grant or agreement; AND
- Determining the appropriate action to be taken on requests for grant and agreement amendments.

OR
Education: Must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M. Major course of study must be in a field directly related to the work of this position. (Must submit transcripts.)
OR
Combination: Must have a combination of specialized experience and graduate education as described above, that total 100% when added together. Only graduate education in excess of the first 36 semester hours may be used when combining education and experience for this specialty and grade. (Must submit transcripts and be reflected in resume.)
Specialized Experience at the GS-12: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-11 grade level in the Federal service, performing the following duties:
- Providing technical guidance on matters associated with advertising, evaluating, negotiating, and administering grants and agreements;
- Assisting management in the design and development of various grant and agreement opportunities; AND
- Negotiating, administering, and closing out the resultant awards upon completion.

Education: There is no educational substitution for this position at the GS-12.
