Summary

This position is located in the Natural Resources Conservation Service (NRCS), Office of the Deputy Chief for Programs, Financial Assistance Programs Division, Projects Branch.

The Grants Management Specialist leads, plans, manages, and advises on complex grants and cooperative agreements functions that support the programs and functions of the organizations. This includes the Conservation Innovation Grants program, Wetland Mitigation Banking Program, and the Voluntary Public Access Program.

Duties

  • Participates in planning, coordinating, and administering grants and agreements functions that support assigned customers and programs.
  • Participates in discussions regarding new grants or agreements with Program Managers (PMs).
  • Monitoring awardees compliance with administrative, regulatory, and legal requirements through support of program evaluations, risk assessments, and business reviews.
  • Participating in cost analysis and business evaluations of applications and proposals.
  • Assisting in monitoring awardees compliance with agreements.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:

Specialized Experience at the GS-11: One or more full-time years (12-months) of specialized work experience, equivalent to at least the 09 grade level in the Federal service, performing the following duties:
  • Evaluating proposals received to determine the eligibility of applicants;
  • Evaluating recipient revision requests to ensure that the proposed changes comply with the scope and conditions of the initial grant or agreement; AND
  • Determining the appropriate action to be taken on requests for grant and agreement amendments.

OR

Education: Must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M. Major course of study must be in a field directly related to the work of this position. (Must submit transcripts.)

OR

Combination: Must have a combination of specialized experience and graduate education as described above, that total 100% when added together. Only graduate education in excess of the first 36 semester hours may be used when combining education and experience for this specialty and grade. Specialized Experience at the GS-12: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-11 grade level in the Federal service, performing the following duties:
  • Providing technical guidance on matters associated with advertising, evaluating, negotiating, and administering grants and agreements;
  • Assisting management in the design and development of various grant and agreement opportunities; AND
  • Negotiating, administering, and closing out the resultant awards upon completion.

Additional information

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.
