For the GS-5 level: Have 3 years of general experience, one of which was equivalent to the GS-4 grade level in the Federal Service; -OR- have completed a 4-year course of study leading to a bachelor's degree in any field.
For the GS-7 level: Have one year of specialized experience equivalent to the GS-05 level in the Federal Service. Specialized Experience is further defined as participated in reviewing grants and agreements to ensure alignment with statutes, regulations, and agency policies; and/or provided support in the execution, administration, or management of grants or agreements and/or assisted with writing or editing grants, agreements, or other related official documents; -OR- meet the requirements under Superior Academic Achievement (S.A.A.); -OR- have completed a master`s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related to the position; -OR- have an equivalent combination of the type and level of specialized experience and education described above.
For the GS-9 level: Have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience is further defined as: Assisting in the preparation of all documentation required for financial assistance awards, participating in the evaluation of grant applications, negotiating some aspects of awards in accordance with applicable regulations; -OR- EDUCATION: Master's or equivalent graduate degree -OR- 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related; -OR- COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
Superior Academic Achievement (See OPM's General Policies,
Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
