To qualify for the position of Grants Management Specialist (Financial), (GS-1109-9/11/12), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to the series and grade you are applying to.
To qualify for the GS-09, you must have one year of specialized experience equivalent to the GS-07 or equivalent band or level; or its non-Federal equivalent that included experience:
- Working in an office that is responsible for the award and management of grants, or cooperative agreements.
- Analyzing grant financial and program data to identify trends, problems, or courses of action; or Participating in the review or evaluation of applications.
OR
Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
To qualify for the GS-11, you must have one year of specialized experience equivalent to the GS-09 or equivalent band or level; or its non-Federal equivalent that included experience:
- Advising on procedural or regulatory guidance on the availability of or limitations on appropriate use of financial grants.
- Assisting with reviewing or analyzing financial data for consistency with program objectives and for adherence to policies.
- Completing procedural tasks related to the grant administration process, such as assisting with preparing and tracking grants/assistance awards.
OR
PhD., or equivalent doctoral degree; or three full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related, or some specialized experience as described above, but less than one year; and have more than two years but less than three years of education as described above.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
To qualify for the GS-12, you must have one year of specialized experience equivalent to the GS-11 or equivalent band or level; or its non-Federal equivalent that included experience:
- Providing advice or assistance in the development of financial criteria and standards for the planning, implementation or evaluation of grant proposals.
- Providing advice or guidance on a variety of grant management (financial) policies, regulations, procedures, or practices.
- Evaluating grantee or awardee performance and compliance.
