Summary

This position is for a HEALTH SYSTEMS SPECIALIST, PD# D0301P01, part of the Nevada Air National Guard. The purposes of the position are to administer and provide limited health services and care, and identify, review, carry out, and coordinate projects and activities, to include special in-depth studies, on behalf of the medical commander to accomplish the day to day operations of the clinic.

Duties

  • Plans, organizes, and administers a full time health program for supported units, to include occupational health, patient screening, emergency medical care, medical treatment referrals, and associated health education. Studies, evaluates, and implements command directed medical programs. Provides information and direction to the medical unit commander and supported unit commanders. Determines medical care entitlements for National Guard personnel, and ensures appropriate resolution of related problems.
  • Provides day-to-day administration, management, and operation of the medical unit on behalf of the unit commander in his/her absence. Plans, develops, coordinates, and administers unit training to ensure mission readiness, mobility, and effectiveness. Identifies and resolves problems of the unit. Acts as the unit Status of Resources and Training System (SORTS) monitor.
  • Reviews the effectiveness and status of unit functions through inspections and visual observations, and reports of finding and suggested courses of resolution to the commander and staff. Reviews and analyzes reports and other data pertaining to unit personnel, budget requirements, equipment and facility maintenance and improvement, etc. Carries out management improvement studies, and makes recommendations to management. Prepares and monitors the unit operating budget.
  • Reviews and edits reports of physical examinations, medical waiver requests, medical qualification and entitlement determinations, and line of duty determinations, and implements and administers decisions made with respect to these and other command directed programs. Advises the servicing Consolidated Base Personnel Office and unit commander when an examinee is determined to be medically disqualified. Provides information and replies for congressional inquiries and other requests for data. Provides guidance, background information, and other assistance to medical evaluation boards.
  • Exercises judgment in providing basic life support, first aid, and patient transportation to a medical treatment facility in case of emergencies. Assesses medical problems of supported personnel, and refers them to appropriate medical resources. Performs and reports all paraprofessional screening procedures as directed, for review and disposition by a physician. Ensures the accuracy of Reports of Medical Examination prior to physician's signature. Serves as the Military Health Records Custodian.
  • Analyzes medical supply and equipment requirements, making recommendations and requesting procurement of items. Carries out studies of alternative equipment to meet unit needs. Plans purchases to ensure update and replacement of equipment. Establishes procedures for the safeguarding, storage, issue, and control of medical supplies, equipment, and pharmaceuticals. Ensures proper installation of medical equipment.
  • Oversees the work activities of any assigned lower graded employees and traditional guardsmen assigned to the unit during the work week. Trains employees in assigned duties. Assigns work, establishes priorities, and oversees adequacy of work products.
  • Performs other duties as assigned.

Compatible military grade and assignment required prior to the effective date of placement.
In compliance with Title 32 United States Code, the compatible military skill set is determined by the applicable service manpower requirements. Upon selection, individuals are assigned to the authorized position and its compatible military skill in accordance with Air force skill classification directives, statutes, and National Guard Bureau regulations. The Dual Status technician must obtain and maintain all military skill requirements in regard to training, education, certifications, experience. GENERAL EXPERIENCE: Must possess work experience that required a knowledge of the basic principles and practices related to the management of a health care delivery system; such experience may have been gained as an administrative officer, management analyst, or administrative or clinical program manager or supervisor in a health care delivery system.

SPECIALIZED EXPERIENCE: Must possess 1yr equivalent to at least the next lower grade GS-07; progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field; this work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities; work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Education

May substitute education for specialized experience.

  • Manages key medical administrative processes by reviewing and editing physical examination reports, medical waiver requests, qualification and line of duty determinations. Subsequently implements and administers decisions from these reviews along with other command-directed programs, including Individual Medical Readiness (IMR), Deployment Health, and Occupational Health.
