Duties

As a HEAVY EQUIPMENT MECHANIC (SUPERVISOR), WS-5803-10, this position is located in the Air National Guard, Logistics Readiness Squadron, Vehicle Management Flight. The purpose of this position is to exercise technical and administrative supervision over subordinate supervisors, work leaders, and workers in accomplishing trades and labor work of the Vehicle Management Flight and to perform associated nonsupervisory work. The flight is responsible for overall management, maintenance, and repair of the wing s vehicle fleet and account for and maintain vehicle assets so they are safe, efficient, environmentally sound and meet the unit's needs.

1. Performs work planning responsibilities for the Vehicle Management Flight. Plans on a quarterly or longer basis the overall use of personnel and other resources. Determines resource requirements, materials, number of employees and the types of skill necessary to accomplish long range work schedules. Allocates resources and distributes work to organizational segments or groups under their control. Analyzes work plans developed by subordinate supervisors and work leaders and monitors the status of that work in relation to the overall schedule requirements, including unanticipated or emergency requirements. Coordinates changes that are not under the subordinate supervisor or work leader s control but would modify or deviate overall work schedules or affect the work operations supervised. Provides information and advice to higher level supervisors, management officials, and staff organizations on feasibility of work assignments, budget estimates, and workload data to assist in developing or reviewing proposed long-range schedules and work requirements. May participate with superiors in planning conferences and meetings.

2. Performs work direction responsibilities. Assigns and explains work requirements and operating instructions to subordinates and sets deadlines and establishes the sequence of work operations to be followed. Maintains balanced workloads by shifting assignments, workers, and other resources to achieve the most effective work operations. Reviews and analyzes work accomplishments, cost, and utilization of subordinates to evaluate work progress, control costs, and anticipate and avoid possible problems. Notes and investigates work related problems and independently implements corrective actions which can be taken without affecting work operations controlled by other supervisors. Participates with management officials and/or engineering personnel to develop qualitative and/or quantitative work standards. Evaluates work operations and reviews completed work and inspection reports to assure that standards are met. Coordinates work operations with the supervisors of other organizations and functions.

3. Performs administration responsibilities. Participates with the subordinate supervisors, work leader, and employees in the development of performance plans. Advises them in advance of performance expectations. Provides feedback on strengths and weaknesses. Appraises performance of subordinate employees in accordance with regulations. Rewards or uses corrective action, as needed, in performance management. Resolves grievances and complaints, keeping higher levels of management informed as to their disposition. Explains classification determinations to subordinate employees. Restructures positions when necessary to achieve the most effective and economical utilization of personnel. Assures that the subordinate supervisors, work leaders, and employees effectively carry out policies to achieve management objectives. Recommends promotion or reassignment of subordinate employees and determines their training needs. Schedules leave of subordinate employees, reviews personnel actions and performance appraisals initiated by subordinates, and acts on personnel problems referred. Maintains administrative records. Serves as a management representative at hearings, meetings, and negotiations involving labor management relations. Performs the non-supervisory work of the function as needed.

4. Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas. Ensures employees with access to classified information comply with security directives. Reports all known security violations to the proper authority immediately when discovered. Submits reports in accordance with reporting directives. Ensures safety equipment and protective clothing/gear are worn when mandated by regulations. Reports any condition which might pose a hazard to safety or health to the appropriate authority as soon as possible after detection.

GENERAL and SPECIALIZED EXPERIENCE QUALIFICATION REQUIREMENTS:
Work involves the maintenance, repair, and modification of heavy-duty vehicles and mobile equipment which have utility systems or special hydraulic, pneumatic, mechanical, electrical, or electronic systems, features, or controls designed for such purposes as construction, combat, earth moving, ship loading, firefighting, and comparable industrial or special applications. Examples of heavy-duty equipment includes bulldozers, road graders, crawler tractors, power shovels, locomotives, combat tanks, cranes, large missile transporters, and fire trucks. The repair of major systems (such as diesel, gasoline, multi-fuel, and turbine engines; automatic, standard, and cross-drive transmissions; heavy duty drive line systems; and hydraulic, electrical, and mechanical utility systems) is included, whether accomplished as part of or apart from repair of the total piece of heavy mobile equipment involved. Experience or training that has provided the candidate with the skill to make repairs or the ability to assist with repairs that can be accomplished by removing, adjusting, or replacing defective or worn parts.

Must have 36 months experience or training leading to an extensive knowledge of the mechanical makeup, operation, and working relationships of complex interconnecting systems, assemblies, and parts for a variety of combat, tactical, commercial, special purpose vehicles, and equipment. Ability to diagnose, repair, overhaul, and modify interconnected complex systems on a variety of combat, tactical, commercial, special purpose vehicles, and equipment. Extensive knowledge of state of the art electrical, electronic, complex hydraulic, pneumatic, and other major non-mechanical systems that have a functional relationship and effect on the operation of major mechanical systems. Extensive knowledge of hydraulic lifting, loading, turning, and positioning systems and their mechanical, hydraulic, pneumatic, electrical, and electronic controls. Skill and knowledge to develop or improvise methods, alter parts, and make repairs in the absence of technical guidelines (such as modifying parts to fit and mesh into systems for which the parts were not designed); improvise modifications to equipment to correct recurring malfunctions; and design modifications to meet special test requirements or other special needs.

In addition to the journeyman level knowledge, experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations.
