RECRUITMENT AREA: Present Enlisted members (E-7 [promotable to E-8] to E-9) within the Hawaii Air National Guard

SUMMARY OF DUTIES: The purpose of this position is to exercise technical and administrative supervision over subordinate supervisors, work leaders, and workers in accomplishing trades and labor work of the Vehicle Management Flight and to perform associated nonsupervisory work. The flight is responsible for overall management, maintenance, and repair of the wing's vehicle fleet and account for and maintain vehicle assets so they are safe, efficient, environmentally sound and meet the unit's needs.

• Performs work planning responsibilities for the Vehicle Management Flight.
• Performs work direction responsibilities.
• Performs administration responsibilities.
• Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas.

• This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
• Selectee will be required to wear the military uniform.

• Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

GENERAL EXPERIENCE: Experience or training that has provided the candidate with the skill to make repairs or the ability to assist with repairs that can be accomplished by removing, adjusting, or replacing defective or worn parts.

SPECIALIZED EXPERIENCE: In addition to the journeyman level knowledge, must have at least 36 months of experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations.

CONDITIONS OF EMPLOYMENT:
1. Must be able to obtain and maintain the appropriate security clearance of the position.

2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

4. May occasionally be required to work other than normal duty hours; overtime may be required.

6. Must be able to obtain and maintain a state driver's license.

NOTES TO CANDIDATES:
a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.

b. Authorization for payment of PCS expenses may be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

d. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment.

h. i. Current T32 Technicians who have permanent tenure will occupy this position as a Temporary Promotion Year to Year not to exceed 5 years. Temporary promotion may be converted to a Permanent Promotion without further competition if the position becomes available. Selectee may return to his/her former graded position when the Temporary Promotion is no longer needed and may be effected at any time without adverse action procedures.

j. T5 Employees with permanent tenure will lose their permanent status if selected and will be converted to T32 Indefinite. If selected Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system.

k. New Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite tenure appointments do not serve a trial period. Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system.
