Job Description (Please follow all instructions carefully)

Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Performs a variety of tasks at a hydro-electric power plant in connection with the operation, maintenance, and repair of the power project ranging from laborer tasks requiring manual skill and equipment operation up to directly assisting journey level skilled trades workers.

Duties

  • Preparatory work such as delivery and assembly at the work site of tools, materials, and supplies.
  • Cleaning surfaces, parts, and disassembling uncomplicated units or parts as directed, placing blocks and jacks under assemblies for removal or for disassembly and repair or transporting.
  • Serves as a rigger's helper or a grounds signal person, or signal person for a crane operator.
  • May occasionally operate hoisting equipment such as tuggers, manlifts, and shop, bridge and gantry cranes.
  • Operates hand and power tools, jackhammers, pavement breakers, chipping hammers, vibrators, and grinders.
  • Performs brush and roller painting, minor carpentry, or any other similar work.
  • Skill in the operation of heavy trucks including turning and backing limits, proper use of the dual braking systems, load limits, and state regulations involving heavy trucks.
  • Oversees or assists others with the loading and unloading of cargo or equipment and making difficult judgments concerning the arrangement and securing of that cargo or equipment on the trailer.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • Participation in the Medical Surveillance Program is required.
  • This position is a Testing Designated Position and is subject to random drug testing IAW EP 600-1-3.
  • Must possess or be able to obtain and maintain NWD Crane Operator Class II Certification within 1 year of appointment.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) HEAVY TRUCK DRIVER/UTILITY WORKER~ without more than normal supervision. I have the ability to perform the common tasks of a Heavy Truck Driver/Utility Worker in an industrial setting. I can assemble and pass tools; carry tools and equipment to work sites; assist with gathering materials and equipment needed for a job; use hand tools to complete tasks; and clean and store tools and equipment. I can safely operate heavy motor vehicles with GVWRs between 26,001 and 33,000 pounds and usually have three axles or more. I work under close supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed.

PHYSICAL EFFORT: Work requires frequent arm and leg movement to operate equipment; must frequently handle equipment and materials. Frequently lifts and carries equipment and supplies up to, and occasionally over, 45 pounds. Work requires prolonged standing, walking, climbing, bending, stooping, twisting, pulling, pushing and kneeling. Is subject to strains from lifting and pulling heavy objects. Heavy truck drivers may exert moderate to heavy physical effort in climbing on tractors to hook up service lines, lower landing gears and in climbing on the trailer to load or tie down cargo or equipment and unloading cargo or equipment.

WORKING CONDITIONS: Work is done inside and outside. Inside work is often in dim, damp, cold areas. Outside work frequently requires exposure to hot sun and to bad weather. Discomfort is experienced while wearing protective clothing, shoes, respirators, goggles, gloves, or face masks. There is danger from falls when working at heights, i.e., on scaffolding and ladders; injury from use of power and hand tools, danger of electric shock, and danger of drowning. Is subject to cuts, bruises, and is exposed to noise, dust and fumes. Heavy truck drivers work mostly outside loading and unloading and operate vehicles in all kinds of weather in a controlled traffic environment throughout a Government installation, project or on public highways. Drivers are exposed to dirt and fumes and to the possibility of cuts, bruises and broken bones as a result of accidents while driving or from falling objects when loading and unloading the vehicle. Must wear appropriate safety equipment and protective clothing, and successfully complete and maintain all occupational health requirements.

SELECTIVE PLACEMENT FACTOR: This position has selective placement factor which must be met prior to employment and for continued employment. This position requires a valid state issued Class A Commercial Driver's License (CDL) at the time of application. (You must upload a copy of your current CDL with your application.)
