Summary

This National Guard position is for a HELICOPTER PILOT, Position Description Number D2930000 and is part of the OH AASF 1, Ohio Army National Guard.

The purpose of this developmental pilot position is to co-pilot a variety of rotary wing aircraft in support of the missions and functions of the geographical area while gaining the required flying hours and experience to reach the full performance level of Helicopter Pilot, D2929000, GS-2181-12.

Duties

As a HELICOPTER PILOT, GS-2181-11, you will perform the following duties:

1. Under the instruction and guidance of the pilot in Command, the incumbent will co-pilot Utility Helicopter (UH-60 series), and others when assigned. Routinely operates with short takeoffs and landing capability and may be required to perform these duties in all types of weather, day, and night over a variety of terrains and open bodies of water. Flights are made using landing facilities ranging from modern, improved airport with paved runways and navigational aids to unimproved strips of remote, isolated villages. This position will be required to make reconnaissance and observation flights as needed. Makes test flights and checks all systems in connection with maintenance actions and takes necessary action to correct malfunctions. Participates in all-weather search and rescue operations as required utilizing a thorough knowledge of the terrain features of the geographical area. The ability to fly over unfavorable terrain primarily under visual flight conditions. Conducts flight checks following repairs, maintenance, or installation of approved aircraft system modifications. Responsible for transportation of cargo and transporting passengers, among a variety of familiar destinations.

2. Under the supervision of the Pilot in Command, performs Maintenance Operations Checks (MOCs); completes general or limited test flights of aircraft upon completion of extensive disassembly, reassembly, and maintenance, repair, or replacement of parts where tests cannot determine the safe and or proper functioning of aircraft components or systems; and ensures the airworthiness component or aircraft systems. Assists in acceptance test flights of new aircraft when required.

3. May serve as a member of a board pertaining to aviation accidents, flight evaluation, collateral investigations, standardization, and federal recognition.

4. Performs other duties as assigned.

Ohio Army National Guard Membership is required.

Males born after 31 December 1959 must be registered for Selective Service.

Federal employment suitability as determined by a background investigation.

May be required to successfully complete a probationary period.

MILITARY REQUIREMENTS
:

Compatible military grade and assignment required within one year of the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the Ohio Army National Guard must be eligible for immediate membership. Military Grades: WO1 through O2

Other Requirements:

1. This is an Army National Guard dual status technician position which requires military membership.

2. Incumbent is subject to uncommon tours of duty, rotational shift assignments and compensation and/or overtime duty.

3. Must be able to obtain and maintain the appropriate security clearance of the position.

4. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

5. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

6. This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre­employment drug testing and participation in random drug testing is a condition of employment. Note: The caveat is that the states, territories, and the district cannot drug test until a drug free workplace policy has been established and approved by the United States Department of Health and Human Services.

7. Incumbent must possess and continue to maintain a US Army Class II Flight Physical.

8. Employee will be required to wear and use personal protective equipment as required and provided by the employer.

9. Candidates must be a qualified H-60 Pilot. Candidates must hold the H2 ASI (Aviation Life Support Equipment Repairer), and will act as the AASF#1 ALSE Technician, or be able to obtain the ASI within 1 year of appointment.

Qualifications

GENERAL EXPERIENCE: An applicant must have a competent understanding of the occupation's basic principles and concepts. Applicants should have a minimum of one year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher level.

SPECIALIZED EXPERIENCE:
GS-11 Army National Guard Warrant Officer Positions:
Applicants must demonstrate the specialized experience competencies (skills, knowledge, and abilities) to qualify for entry-level appointments to GS-2181-10 or GS-2181-11 Army National Guard Dual Status Warrant Officer positions. Qualification competencies are determined by three factors: The aircraft operated; the nature and purpose of assignments; and, the degree of hazard. For Army National Guard positions, must have working experiences in civilian aviation programs; or, military service aviation programs (active duty or reserve components); or, in the Army National Guard Aviation Support facility; or, in Air National Guard Wing/ Operations Group. To qualify, the applicant must have competencies in operating a specific main-frame military aircraft, mission planning, and mission preparation. Must have competence to review and analyze mission tasks, intelligence, and weather information. Experienced in supervising and/or filing of flight plans and conducting crew briefings. Experiences include aircraft preflight inspections, aircraft loading, and equipment assessments. Experienced in performing or supervising work procedures involved in navigation, search and rescue operations, surveillance, and/or reconnaissance. Skilled to conduct training of crew members in simple to complex mission specific tasks. Experiences may include developing plans and policies, monitoring operations, and advising commanders. Experienced in flight theory, air navigation, meteorology, flying directives, mission tactics, and operating procedures. Experienced in the unit flying, explosive, and ground safety programs in accordance with Department of Defense, Department of the Army, National Guard Bureau, and/or Occupational Safety and Health Administration policies, regulations, and directives.

GS-11 Army National Guard Officer Positions
Applicants must demonstrate the following specialized experience competencies (skills, knowledge, and abilities) to qualify for entry level appointments GS-2181-10 or GS-2181- Army National Guard Dual Status Officer positions. Although a variety of piloting administrative task experiences support the knowledge competency of an Army National Guard aviation program, applicant must have the competence to instruct others in the piloting of the position's assigned aircraft. Experienced in the unit flying, explosive, and ground safety programs in accordance with Department of Defense, Department of the Army, National Guard Bureau, and Occupational Safety and Health Administration policies, regulations, and directives.
