The primary purpose of this position is to be the Air Force Special Advisor for Warfighting Communications and Cyber Systems related resources, policy and programs and other matters as they relate to the Warfighting Mission Area (WMA) portfolio of the DCS, A6.

Duties

  • Advises and assists in leading the Air Staff directorate responsible for Air Force Warfighter Communications and Cyberspace activities
  • Develops and integrates Air Force policy for Warfighter Communications and Cyberspace Systems with those related to other joint warfighting capabilities.
  • Conducts interdependent assessment of selected programs of functions of the command to recommend more effective and efficient business practices.
  • Represents the Air Force with a wide range of key internal and external officials.
  • Establishes, develops, and maintains contact with officials of the Office of the DoD Principal Cyber Advisor,
    Joint Staff J3 and J6, CC/S/A's, executive and legislative agencies, and professional societies.
  • Oversee the fiscal strategy, oversight, analysis, and advisory services for the Deputy Chief of Staff for Warfighter Communications and Cyber Systems (AF/A6), including the USAF Cyberspace Operations, Cybersecurity, Warfighter Communications, and Information Technology portfolio valued at over $15 billion.
  • Acquires the financial, materiel, work force design and information resources needed to carry out AF-wide programs through the PPBE process.

  • Position has been designated Critical-Sensitive and the selectee must have or be able to obtain a Top Secret clearance
  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
  • Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

A. MINIMUM QUALIFICATIONS:
  • Must have significant knowledge and experience in leadership in delivering Information, Communications and Cyber Systems to military organizations, commercial enterprises, federal agencies, and the defense industry
  • Experience in warfighting communications and cyber security
  • Experience in senior strategy, policy and oversight contributions that represent the AF enterprise in all facets including National Security Systems, Joint Service at the Combatant Command and Joint Task Force
HQEs contribute in a variety of occupational fields, such as soft and hard sciences, engineering, technology, human resources, business, transformation, education, medicine, languages, and logistics.

HQEs may be hired to mentor, lead, oversee, direct, manage, and or consult on DoD programs and initiatives, including high profile and fast track assignments.

HQEs serve at the pleasure of the Appointing Official and may be terminated at any time. When practicable, they should be given no less than 3-days' advance notice.

Education

Education: A bachelor's degree from an accredited institution is desired. A master's or advanced degree from an accredited institution is highly desired. An undergraduate technical degree or an advanced degree in either a technical or management field is highly desired.
