Duties
The Air Combat Command (ACC) Federal Laboratory Technical Advisor is responsible for the overall guidance on operation and administration of the laboratory, including the advising on employment of current and qualified personnel, equipment, safety, laboratory policies, quality assurance, testing (including proficiency testing), and test reports.
Provides guidance to the Air Combat Command Chief Scientist, who serves as the Laboratory's Senior Executive, regarding the planning, coordination, execution, and evaluation of Laboratory activities that includes leading the creation/integration of complex technical systems/sub-systems (hardware, software, and/or firmware) with current Major Weapon Systems.
Leads organizational compliance with the International Organization for Standardization (ISO) / International Electrotechnical Commission (IEC) 17025 international standard, general requirements for the competence of testing and calibration laboratories, the NIST Handbook 150, Procedures and General Requirements, and NIST Handbook 150-872, Federal Warfare System(s) Laboratory Accreditation Program.
Leads Technical Exchange Meetings (TEM) among stakeholders and advises on the Technology Maturation and Risk Reduction (TMRR) phase of the acquisition process that aims to reduce technical risk and develop a thorough understanding of a materiel solution.
Ensures the stable and continuous operation of the Laboratory as the lead reviewer and evaluator for technical reports. As an innovation thought-leader, the HQE is responsible for managing the overall operation and administration of the Laboratory, making major decisions affecting the organization, and for the successful delivery of Laboratory commitments.
This highly qualified expert strategically identifies and aligns equities across intra-/inter-Service customers and stakeholders alongside senior leader direction, resulting in co-developed technology roadmaps and plans of action and milestones (POAMs) to deliver against Laboratory goals and objectives.

- Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
- Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
- Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
- Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.

Qualifications
Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, broad experience and character needed.
Previous experience as a rated pilot in U.S. military aircraft of at least 1,000 hours is required.
HQEs contribute in a variety of occupational fields, such as soft and hard sciences, engineering, technology, human resources, business, transformation, education, medicine, languages, and logistics.
HQEs may be hired to mentor, lead, oversee, direct, manage, and or consult on DoD programs and initiatives, including high profile and fast track assignments.
HQEs serve at the pleasure of the Appointing Official and may be terminated at any time. When practicable, they should be given no less than 3-days' advance notice.
Additional requirements include: executive-level experience in IT/ET architecture concepts and program management to include emerging technologies not currently in use within the DoD; a high level of personal initiative, creative problem-solving skills, and innovative thought; and the ability to present and defend independent positions at the highest levels of government
Education
Education: A bachelor's degree from an accredited institution is desired. A master's or advanced degree from an accredited institution is highly desired. An undergraduate technical degree or an advanced degree in either a technical or management field is highly desired.
